Job DescriptionGeneral SummaryUnder limited supervision leads the UMMC Security Department and related security programs at the Midtown Campus. Develops and oversees departmental policies, procedures, quality standards, and safety standards designed to provide both a safe, secure, and welcoming environment for all patients, staff, visitors, and the community. Scope of services encompasses traditional security operations, access control, training, workplace violence processes and policies. Responsible for planning, staffing, and effective and efficient utilization of resources to safeguard and better serve the patient satisfaction of security services rendered.
This position reports to the VP of Public Safety and is accountable for overseeing daily security operations, directing and deploying security resources, security investigations, managing security incidents, and providing expertise on visitor management systems, security systems integration, operational efficiencies and modernization of security technologies, workplace violence processes, parking and transportation programs, and training. Provides executive counsel to senior leadership related to security, technology and business process direction.
Principal Responsibilities and Tasks
Develops, implements and maintains a comprehensive strategic security management plan, including the evaluation of current and proposed departmental goals and objectives in accordance with the UMMS mission, vision, and values.
Serves as a liaison with other internal and external healthcare security leaders.
Coordinates security efforts with the University of Maryland, the Baltimore City Police Department, Maryland State Police, and other appropriate police departments.
Coordinates security efforts with other local, state, and federal law enforcement and security agencies.
Assures patient, employee safety and security, and visitor access in accordance with institutional policies and procedures and governmental/accreditation regulations.
Oversees daily operation of department to ensure effective operations.
Provides expertise in visitor control, access procedures, security screening, including state of the art technologies, visitor’s management system, visitors/staff controls, access procedures, etc.
Provides protection services to the Medical System’s Chief Executive Officer, Senior Management, and Board Members, as needed.
Conducts physical security inspections and recommends ways to improve the protection of patients, staff, visitors, and property.
Reviews construction and renovations to ensure proper maintenance of the security standards and consistency with infrastructure systems and plans.
Controls access at all portal via electronic security and “manned” posts where visitors are greeted, checked-in and badged.
Develops and recommends department operating budget and manages resources according to approved budget. Monitors departmental expenditures to assure fiscal responsibility and accountability.
Experience in developing, executing, and managing contracts.
Formulates and implements training programs for security and Medical System staff.
Prepares and conducts orientation and training classes for internal Security officers. Works with Emergency Management to coordinate presentations and in-service training with the Department of Human Resources, other department staff members and outside agencies, including UMB Campus Police, Baltimore City Police Department, Baltimore City Fire Department, and other state and federal partners.
Coordinates and delivers annual CPR, Heliport Operations and all other security certification training.
Develops and implements hospital-wide training programs, such as Security Awareness, Workplace Violence, Active Shooter, etc.
Directs investigatory services for the Medical Center and related entities.
Conducts criminal and incident investigations by questioning staff, patients, and suspects adhering to Medical System and generally accepted confidentiality practices while maintaining a customer-oriented approach.
Works collaboratively with the Department of Human Resources to conduct background investigations on prospective employees.
Create various daily/weekly/monthly system reports, such as statistical information, trend analysis and quality assurance, as needed for administrative review.
Supervises the performance of Security personnel, including hiring, firing, disciplining, training and development and performance review. Establishes standards of performance and productivity and determines staffing needs.
QualificationsEducation and Experience
Bachelor’s degree in related field required.
Master’s degree preferred.
10+ years of progressively responsible professional experience in security, or equivalent, is required. This includes 5-7 years of supervisory experience. Healthcare experience is preferred.
Completion of a CPI (Crisis Prevention Institute) course on Non-Violent Crisis Intervention is required within one year of hire or placement into the position.
Knowledge, Skills and Abilities
Knowledge of security standards associated with The Joint Commission accreditation, and MOSHA and OSHA guidelines is highly preferred.
Excellent knowledge of applicable state laws, quality control techniques, productivity management and improvement, negotiation techniques and work standards are required.
Proficiency and demonstrated effectiveness in problem-solving and implementing new programs related to increased departmental administrative operating efficiency are required.
Proficiency in conducting data analysis and reporting statistics. Exceptional interpersonal, written and verbal communication skills are required to work effectively with all levels of hospital personnel and outside agencies.
Excellent supervisory and leadership skills and experience with developing a high performing security team.
Ability to remain calm and disciplined during a crisis.
Ability to assist in de-escalating situations with conflict and strong emotions.
Basic computer skills required.
