You will serve as the Lead Procuring Contracting Officer (non-supervisory) working with acquisition personnel and program/requirements staff for the re-procurement of the Pacific Missile Range Facility Barking Sands, Kauai, HI Range Operations and Base Operations O&M service contract of NAVSUP FLEET LOGISTICS CENTER PEARL HARBOR. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.Applying an in-depth knowledge of contracting methods, contract types, planning and carrying-out long-term pre-award and post-award procurement actions, and conducting procurements where limited contractual precedents exist to serve as guidance in developing or modifying procurement strategies or pricing structure. Examples of specialized experience include:Preparing price/cost analyses for designated actions and formulating negotiation strategies;Developing and executing a comprehensive plan to create contractual instruments responsive to long-range programs;Coordinating procurements which include cost reimbursement, fixed-price contracting, and/or cost-plus incentive fees of a complex nature;Applying knowledge of Federal contracting laws, statutes, regulations, and policies to administer and close out contracts;Providing technical advice and guidance to contracting professionals on a wide variety of procurement actions and contracting processes and procedures.Applicant must meet the following Department of Defense qualification requirements for 1102 contracting positions:
