Senior Policy Representative, Federal Housing

Position Summary:

The Federal Housing Senior Policy Representative is responsible for working collaboratively with NAR’s Policy Advocacy team on legislative and regulatory affairs related to federal-housing and financing programs. The main duties consist of writing Congressional testimony and legislative and regulatory comment letters; establishing and maintaining relationships with staff of financial-services and other relevant congressional committees; establishing and maintaining relationships with staff at federal agencies; staffing a NAR policy committee; conducting research and analysis on policy issues; developing NAR’s advocacy and outreach strategies; communicating internally and externally on policy development; and spearheading new policy initiatives to further NAR’s advocacy agenda.

Duties and Responsibilities:

Writes congressional testimony, legislative and regulatory comment letters, and other outside communications related to complex, sensitive, and vital federal-housing and finance matters of the highest importance to REALTORS, including but not limited to: FHA single-family and multi-family loan products; VA home loan guaranty programs; USDA Rural Housing Service loan products, and housing-choice vouchers.

Staff NAR's Federal Financing and Housing Policy Committee, presidential advisory groups, and committee work groups.

Works collaboratively with the Vice President of Policy Advocacy and other Policy Directors and staff on federal housing and finance matters, specifically on developing advocacy outreach and strategy related to policy goals and communications to policymakers and members.

Demonstrates a deep, specialized knowledge in federal financing and housing issues via publications, media, coalitions, academia, seminars, and other sources. Promotes this expertise within the industry and association.

Serves as a spokesperson for NAR on federal housing issues affecting the real estate industry.

Identifies emerging financial services issues that affect the real estate industry by monitoring and analyzing industry trends via publications, media, coalitions, academia, seminars, and other sources. Assesses the effectiveness of current policies relating to these issues as they affect REALTORS and determines potential long-term policy positions through research and analysis.

Conveys policy positions and industry trends to key real estate industry stakeholders, policymakers, administration officials, and Members of Congress and their staffs, by developing and maintaining relationships with those dealing with federal housing issues of interest to NAR and serving as a key NAR contact.

Qualifications:

At least 7 years’ experience working on relevant policy matters, including within the industry, and Capitol Hill and/or Federal agency experience.

Results-oriented with high attention to detail, ability to multi-task, and meet deadlines in a dynamic, fast-paced team environment.

Ability to think in innovative ways to find solutions to problems and proactively develop strategies to address problems before they arise.

High level of proficiency with Microsoft Office—Outlook, Excel, Word, and PowerPoint.

Exceptional communication skills—verbal, written, and presentation.

Strong customer relations and interpersonal skills with a high level of response to all inquiries.

Ability to travel up to 10%.

Compensation:

$130,000 - $175,000NAR provides comprehensive benefits including health/dental/vision insurance.
