Job DescriptionGeneral Statement of Purpose:Plans, directs, manages, and oversees the activities and operations of the Parks, Recreation, and Forestry Department. Develops goals, plans, objectives, and action steps for the Department and advises and supports the Town Administrator on matters pertaining to departmental functions. As a member of the Town’s Executive Leadership Team, the role contributes to overall Town management in the consideration of general Town policies, programs, and concerns and performs related work as required including the oversight of Parks, Recreation, and Forestry Department employees.Essential Job Functions :The duties identified below are the essential functions of the position. Other duties may be assigned that align with the summary of this position.Administration :Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area, so guidance is available, accurate, and supports work outcomes.Monitors and applies policies and procedures, making recommendations to the administration of policies and procedures.Establishes, within Town policy and budget, appropriate service level needs, that meet the desired levels of residents.Monitors and evaluates information and metrics reflecting the efficiency and effectiveness of service delivery methods and procedures, adjusting as appropriate.Attends Town Board and other meetings, preparing and presenting staff reports and other necessary correspondence that advances Board decision making.Selects, trains, motivates, and evaluates personnel, so knowledge is passed on and productivity is consistent across the department.Monitors and evaluates staff performance and developmental needs, providing or coordinating training that demonstrates the ongoing commitment to continuous learning.Serves as a mentor and coach to staff, assisting them to build and apply their talent, while also dealing with deficiencies in a proactive, professional manner.Compiles budget related information that brings input and participation in the development and administration of the budget and capital improvement plans.Represents the Town to other departments, elected officials, and outside agencies, so assigned activities with those of other departments and outside agencies and organizations are smoothly coordinated and function as expected.Responsible for overseeing and implementing communication and outreach plans in a way that keeps the public aware and informed.Specific Duties and Responsibilities:Metrics, Policies, PlanningAssists in the preparation of the annual department operating budget and capital improvement plan for recommendation to the Parks, Recreation, and Forestry Committee and Town Board.Evaluates and directs expenditures of department funds according to the approved budget.Researches and manages opportunities for grants, donations, and other fund-raising opportunities to help support department programs and facilities.Coordinates the development, documentation, and implementation of both short- and long-range plans for the Town’s parks, programs, and facilities.Reviews and updates all policies, procedures, ordinances, and fees related to Parks, Recreation and Forestry, so that each delivers the results expected.Prepares and presents recurring and ad hoc reports and correspondence at monthly and recurring meetings necessary to keep the Board, Committee, and other interested parties informed and address needs or issues in a timely manner.Parks and Facilities:Prepares specifications for park buildings, materials, equipment, supplies, and services that are included in requests for proposals (RFP) to contractors.Oversees the RFP process, identifying and signing with contractors and completing inspections of work completed for approval and payment.Evaluates existing parks regarding type, usage, age, and safety of facilities and equipment and makes recommendations to the Park, Recreation and Forestry Committee and Town Board regarding the acquisition and development of park lands, facilities, and equipment.Point of contact for park shelter rentals and special events on park properties including scheduling, contracts, invoicing, and collection oversight.Prepares and implements an annual park maintenance schedule and maintains a record of these operations for reporting and planning purposes.Directs the operation and maintenance of all park land, park and recreation facilities, and other Town-owned land so each is available, used, and maintained as intended.Assists department staff in performing the necessary maintenance (i.e., mowing / trimming grass, fertilizing and pesticide application, painting and maintaining park facilities, etc.) of all park land, park and recreation facilities, and other Town-owned land when needed.Forestry:Develops and maintains an inventory for all public trees; develops and implements the urban forestry management plan.Develops, implements, and evaluates programs to manage and coordinate tree planting and care activities to increase tree canopy coverage and ensure a healthy urban forest in Ledgeview.Develops and implements urban forestry educational programming for the public, maintaining the esthetic landscape of the town.Recreation:Offers recreational opportunities for the community which engage and enhance the resident experience and community needs.Grows and enhances existing recreation programs to accommodate the growing population and promote community engagement.Public Engagement/Representation of Town and Department:Works effectively with various community organizations to coordinate facilities use, special events, and planning.Prepares department awareness and learning materials for the Town newsletter and Town website, echoing the efforts to maintain the esthetic landscape of the town.Engages in public relations functions for the department including preparation of press releases, brochures, signs or other media, that conveys a clear and concise message.Participates in professional organizations, attends conferences, workshops, and seminars in support of maintaining current knowledge of developments within the profession.QualificationsEssential knowledge, skills, and abilities:To perform this position successfully, an individual must demonstrate regular, predictable attendance and be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge and skill required. The individual must be able to successfully pass background checks.Requires a bachelor’s degree in park and recreation management, urban forestry or a related field and a minimum of three years of progressively responsible professional administrative and supervisory experience in park system management, urban forestry, and/or recreational programming.Valid Wisconsin Driver’s License.Certified Parks and Recreation Professional (CPRP) is highly desirable.Additional Requirements:Rules, regulations, policies, and procedures pertaining to the operation and management of park lands, recreational programs, and facilities.Methods, techniques, and requirements for the maintenance and upkeep of buildings, facilities, grounds, and equipment.Urban forestry management and operations including when, where, and how to plant, prune, remove, and evaluate urban trees and shrubs.Grant writing.Municipal budget and budget management process.Use and application of fertilizers and other lawn chemicals.Skill in operating and maintaining park, lawn, and forestry equipment safely.Basic accounting and ability to use a computer and software applicable to the position including Microsoft Office Suite.Hire, train, and supervise employees.Follow safety procedures.Develop and maintain effective partnerships with the public, community agencies, service organizations, and schools.Organize, evaluate, and present information effectively, both orally and in writing.Effectively operate a computer, tablets, PCs and other technology tools.Salary/Salary Range$82,000 - $87,000Apply ToPlease send cover letter, resume, professional references, and wage history to: Sarah K Burdette, Administrator, Town of Ledgeview, 3700 Dickinson Road, De Pere, WI. 54115.
