One (1) Full-time, 12 month position (261-days)

Salary: Pay Grade 2 up to step 3 of the Administrative Salary Schedule

The district will provide a competitive compensation package with salary commensurate with the education and experience of the candidate. GENERAL SUMMARY OF POSITION:

Under the supervision of and in direct consultation with the SISD Executive Director of Special Education, the Director of Special Education is responsible for the day to day operation of the continuous improvement and technical assistance activities relative to Special Education Programs and Compliance which include, but is not limited to Data Collection, Professional Development, and Targeted Technical Assistance. The Director will also oversee the implementation of IDEA, Michigan Mandatory Special Education, and MARSE as it relates to Special Education. All of these activities will be directed toward improved outcomes for children with disabilities.

Planning and supporting technical assistance to local school districts will also be a component of the Director’s responsibilities. The Director will conduct Monitoring activities as identified by the Michigan Department of Education and will use the data identified via monitoring to implement improvement processes with local districts. The Director will also be responsible for the implementation of Part 8 (Complaints) and will assist the Executive Director of Special Education with the implementation of Part 7 (ISD Plans) of the Michigan Revised Rules and Regulations for Special Education.

The Director will oversee program design for federal grants, Special Education Personnel Records, and Medicaid and will be administratively responsible to coordinate special projects and for overall professional development in addition to that associated with Catamaran. Additional oversight responsibilities include SISD Transportation Operations, Special Education Ancillary Services and SISD General Supervision Monitoring Responsibilities.

ESSENTIAL RESPONSIBILITIES:

Develop and implement the Continuous Improvement Monitoring Technical Assistance as per the MDE/Office of Special Education Guidelines.

Collect and regularly report data concerning Special Education including the annual reporting that is part of the MDE/Office of Special Education. In addition to SPP, student count data, compliance data, and monitoring data, will develop and implement data collection systems designed to allow program adjustments to improve student outcomes.

Collect, edit, validate and report the SISD pupil count, including verification of Section 53 eligibility and forward necessary reports to local Administrators of Special Education, and the Michigan Department of Education, in collaboration with the Executive Director of Special Education.

Work with local school districts to resolve informal parent complaints/concerns.

Oversee and monitor the special education student registry requirement activities, working with local persons and the Michigan Department of Education to ensure accurate and responsible data collection and reporting.

Oversee and facilitate the activities of mandated student testing for children with disabilities including the MI-Access requirements. In addition, the Director will work with those persons responsible for regular education student testing as it relates to students with disabilities.

Collaborate with the Instructional Services Department to provide unified leadership that reduces the demand for Special Education.

In collaboration with the SISD Executive Director of Special Education, oversee and implement Professional Development activities relative to Special Education within the Saginaw Intermediate School District.

Provide Oversight to SISD Transportation Operations

Provide Oversight to Special Education Ancillary Work Teams, in conjunction with the SISD County-Wide Special Education Supervisor.

Conduct the activities relative to State complaints as required by the MDE

Monitor the personnel inventories and teacher approvals as required by the MDE and the requirements relative to Special Education teachers within Saginaw County.

Assists the Executive Director of Special Education in administrative and supervisory functions and such other activities as may be assigned.

QUALIFICATIONS:

Master’s Degree from an accredited college/university with emphasis on special education.

Valid Michigan teacher’s or professional certification with special education approval

Valid Michigan Administrator Certificate (or ability to obtain in 3 years)

Full Approval as Director of Special Education (or ability to gain temporary approval)

Minimum of three (3) years experience as a Supervisor of Special Education

Understanding of and experience working with various disabilities.

Knowledge and understanding of local, state, and federal funding requirements.

Knowledgeable Michigan and Federal statutes applicable to Special Education.

Demonstrated abilities in collaboration with community partners and local school districts.

Demonstrated abilities in conflict resolution and mediation.

Ability to produce results under various constraints and pressures.

Exceptional organizational and supervisory skills, and excellent verbal and written communication skills to effectively interact with superiors, peers, subordinates, local/state/national education representatives and regulatory/funding agencies, constituent districts, and the public at large.
