Job DescriptionThis position is responsible for management and direct oversight of the Valley Health System Public Safety program, to include management of Public Safety team managers, supervisors, and frontline officers. In addition, this position participates in the planning, development and administration of a multi-year strategic system Public Safety plan that provides Public Safety based education and training to system leaders, employees and medical staff as part of an enterprise-wide healthcare Public Safety program.

Duties include, but are not limited to, ensuring all sites are properly staffed and supervised, and that services are delivered in a manner consistent with the needs of Valley Health. Those duties necessary to meet the minimum requirements of the position, inclusive of the following:

Manages the performance of all Public Safety Operations Managers, Healthcare Public Safety Supervisors and Healthcare Public Safety Officers assigned to Valley Health.

Participates in the planning and development of the healthcare system's multi-year strategic Public Safety plan and program, based on experience, vision, and the research of healthcare Public Safety industry best practices.

Develops, with their team, annual and multi-year goals to improve services and grow the program.

Participates in the development of the annual Operational and Capital budgets for all System Public Safety Departments and manages the allocation of these budgets throughout the budget year.

Ensures Public Safety teams at each assigned facility participate in a monthly staff meeting process that includes training, response debriefs, policy and SOP awareness, engagement, and staff recognition.

Is the assigned "Owner" of the DNV required Public Safety Management Plans at all Valley Health System hospitals, and as such, coordinates annual efforts to maintain the Management Plans, the supporting system and individual hospital Public Safety policies, and the annual plan performance evaluations.

Participates in the Environment of Care (EOC) Safety Committees and the Emergency Management Committees at each system hospital and oversees the Public Safety Dashboards for the EOC Safety Committees.

Directs the annual Public Safety Risk Assessment process for all system Hospitals and their associated entities.

Oversees the coordination of the education and training process related to Aggression Management training for Valley Health departmental staff requiring this certification.

Develops and/or maintains professional & operational relationships with all local jurisdiction law enforcement agencies, to ensure mutual operational expectations are understood, and both routine and urgent requests for assistance are well coordinated through an ongoing mutual education and training process.

Provides oversight and management of the system access control program components to include Key Control, ID Badge/Proximity Card distribution, hardware and software components of the overall electronic badge reader system, surveillance cameras, and the operational utilization of these tools.

Informs the VP of Facilities, Safety, & Supply Chain of any deficiencies, and advise him/her of situations that necessitate prompt corrective action in this area.

Ensures Public Safety Operation Managers properly administer their duties relative to the performance of Healthcare Public Safety Supervisors and Healthcare Public Safety Officers on shift, and provide services consistent with Valley Health policies.

Verifies that Public Safety Supervisors properly schedule Public Safety Officers to fill all posts and as necessary to respond to Valley Health requests for special postings.

Verifies that training records are current, contain required materials, and are filed on site and made immediately available as needed.

Ensures the Public Safety Operations Managers, Healthcare Public Safety Supervisors and Healthcare Public Safety Officers maintain high standards of customer service, appearance, and performance.

Updates any needed revisions to job descriptions and departmental Standard Operating Procedures (SOPs).

Oversees administrative investigations of matters involving Healthcare Public Safety Officer performance or behavior, and incidents that Healthcare Public Safety Officers are summonsed to investigate.

Ensures that proper, impartial and fair related discipline and corrective action occurs when necessary.

Ensures that Public Safety Operations Managers and Healthcare Public Safety Supervisors are providing effective leadership.

Ensures armed officers practice sound weapons safety techniques in accordance with training and policies.

Completes DCJS approved firearms training.

Routinely make announced and unannounced quality assurance inspections.

Identifies and promptly correct deficiencies in Public Safety operations.

Evaluates the potential need for additional Public Safety equipment and makes recommendations for Public Safety improvements.

Ensures that Operations Managers enforce the wearing of proper equipment and uniforms by officers at all times and that their appearance meets VH and department standards.

Develops and maintains the Public Safety Master Plan.

Assists and provides guidance to Public Safety Operations Managers to develop SOPs for all operational and support aspects of Public Safety activities.

Assists and provides guidance to Public Safety Operations Managers to develop contingency plans to manage situations that could adversely affect Public Safety operations.

Provides reports to the VP of Facilities, Safety, and Supply Chain of any unusual occurrences, incidents, violations of order, and matters requiring additional training or corrective action.

Ensures the Public Safety Operations Managers, Healthcare Public Safety Supervisors and Healthcare Public Safety Officers deliver exceptional, friendly customer service to all those with whom they come in contact.

Ensures the Public Safety team provides for the safety of medical facility staff, patients, and visitors.

Reviews required reports and timekeeping records in a timely manner, ensuring timekeeping records are maintained for future inspection.

EducationBachelor's degree required or obtained within (3) years of hire

Experience(10) years of Healthcare Public Safety or Law Enforcement experience is required

(5) years of leadership experience at the manager/director level in Healthcare Public Safety or Law Enforcement is required

Certification & LicensuresInternational Association for Healthcare Security and Safety (IAHSS) Basic, Advanced and Supervisor certifications required within (6) months of hire.

International Association for Healthcare Security and Safety (IAHSS) Certified Healthcare Protection Administrator (CHPA) preferred within (24) months of eligibility. ASIS Certified Protection Professional (CPP) Certification can be accepted in lieu of UAHSS CHPA.

Independent Study (IS) 100, 200, 400 and 700 certifications required within (1) year of hire.

Qualifications

Ability to write effective and concise reports in neat, legible handwriting is required.

Working knowledge of Microsoft Office software is a considerable plus.

Ability to remain calm under pressure.

Demonstrate professional appearance and demeanor, articulate and be able to use good independent judgment and discretion.

Display outstanding verbal and written communication skills required.

Ability to successfully interact at all levels of the organization, while functioning as a team player required.

Possess a high school diploma or G.E.D. equivalent, and shall have the ability to speak, read, and write the English language; understand and carry out oral and written directions; and write accurate and clear reports.

When assigned alarm and intrusion detection responsibilities, operate complex computer equipment for fire, life safety, and property securement.

Have the ability to exercise sound judgement and render immediate, appropriate decisions under stressful situations.

Display maturity in conduct, behavior, and attitude.

Be able to follow instructions and take and execute orders.

Be able to perform and withstand the physical requirements that are a bona fide occupational qualification of the job.

Maintain a neat and clear personal appearance and have good personal hygiene.

Conduct themselves professionally and appropriately in a business and healthcare environment.

May be required to obtain and maintain VA and WV armed officer certification.
