The project:– Single project (most of their PMs manage multiple projects, but this is grant-funded, and larger than most – but not all – of their IT projects)– Implementing several modules of an industry-standard product to replace a myriad of paper/email/excel based processes and some legacy PowerBuilder systems– Affects their Service Delivery team and many of their other employees– Phased waterfall approach (configuration and implementation rather than development/customization)– Strong business partner engagement, commitment, and subject matter expertise– Vendor is good but does require active vendor management to hold them accountable– Project is projected to end in early 2027Looking for someone who:– Can apply PMBoK principles and processes to delivery of the project (ideally has their PMP, but being able to apply the framework is more important than the certification itself)– Can lead and drive a project with multiple stakeholders– Can develop and manage a complex schedule– Has vendor management experience– Understands the challenges of legacy system deprecation, particularly on downstream ETLs, databases and systems, and can communicate effectively with developersHere is the formal job description:JOB SUMMARY:– The IT Project Manager (PM) supports the successful execution of information technology projects.– The PM leads projects through the entire lifecycle and tracks and ensures adherence to quality, scope, schedule, and budget objectives.– The PM produces timely, accurate, and effective reports, identifies and appropriately documents emerging risks and issues, and adheres to industry best practices in technology and project management standards.PRIMARY RESPONSIBILITIES:– Performs project management services for technology projects. Develops and manages the execution of comprehensive project plans. Ensures appropriate controls are in place to manage quality, scope, budget, and schedule from project initiation through close-out.– Ensures key elements of project charter (including objectives, scope, success metrics and expected benefits) are clearly defined and agreed to prior to project launch.– Creates and manages project plans and documentation including scope, schedule, budget, resource management, change management, testing, transition to operations, and sustainable support.– Maintains project risk and issue registries and ensures that risks and issues are appropriately identified and addressed.– Monitors and reports on project progress and status. Creates routine and ad-hoc reports and raises critical issues as appropriate.– Initiates and tracks changes during project lifecycle. Responsible for negotiating changes with key stakeholders and contractors. Prepares reports and supporting documentation for all project scope and cost changes.– Oversees and coordinates the work of consultants and other support staff as required for specific assignments, including drafting and managing scopes of work. Assists with the procurement and administration of consultant and vendor services.MINIMUM QUALIFICATIONS:Education:– Bachelor’s Degree in Business Administration, Computer Information Systems PreferredRequired Work Experience:– 5 years of progressive responsibility in an IT project management environment required– 2 years as a Lead or Senior Project Manager– PMP – Project Management Professional certification required– Agile Certification PreferredKnowledge, Skills, and Abilities:– Project Management Knowledge Areas of the PMBOK, PMI’s Project Management Standard, PM tools and templates. Well versed in IT, particularly relevant applications and platforms as well as agency and enterprise operational capabilities and strategies.– Knowledge of contemporary project management techniques and industry practices.– Performing in an IT program/project management role for large scale, complex IT programs/projects that involved implementing COTS, developing custom software solutions and/or organizational transformations.– Clear and concise communication, both verbally and in writing, including the presentation of technical work, preparation of technical reports and project documentation.– Ability to lead medium to large size, complex project(s) and/or multiple small projects, at least one of which has medium risk and impacts projects involving multiple staff across functional areas. Proven experience in delivering projects on-time, within budget, with high quality, that meet the customer requirements.– Successfully apply project management knowledge in ambiguous and unique circumstances while managing a cross-functional team with internal matrix resources and external contractors.– Prioritize and coordinate multiple task assignments to provide timely work products for multiple projects proceeding concurrently.– Recognize and anticipate emerging project risks and business priorities and to address those developments through risk mitigation, contingency plans and communication strategies.Note:

The IT PMs at this client are all onsite at least 3 days per week, so that would be the expectation for this contractor as well. If they find someone who wants to be onsite more than 3 days per week, that is ok too. The minimum expectation is 3 days per week.
