Main Purpose of Job

The main purpose of the Manager, Hospital Management Information System position is to provide program and management functions with the help of staff and resources within the MDH Hospital Management Information System to ensure accurate and timely data is delivered to all MDH mental health facilities for continuing patient care and patient/staff safety, patient monthly billings, and to MDH partners to meet regulatory reporting and professional standing requirements.

This position will communicate with the Program Director as required to receive direction and advice as to current and new projects and to advise the Director of current project status.

MDH facilities encompass across 13 hospital facility sites and 3 long term or assisted living sites with an inpatient count of about 1500 at any one time and include 4 or 5 pharmacies providing medication. MDH partners include The Center for Medicare and Medicaid Services (CMS), patient billing; The Joint Commission (TJC), professional facility accreditation; The FBI National Criminal Background Check System (NICS) and The Maryland State Police and Gun Center (MDSP), regulatory handgun purchase requirements.

The position assists with HMIS Staff in maintaining all disaster and recovery procedures to ensure continuing data security and encryption procedures as outlined in the CISA CSET evaluation and OLA Legislative Audit Security and Procedures Manual.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university in an information technology field and 4 years of professional IT experience, preferably in a health or human services environment, that must have included major project management responsibility. A Master’s degree will substitute for one year of the required experience. Additional professional IT experience may be substituted for the bachelor's degree at the rate of 1 year of experience for 30 credit hours.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess expertise in applications development and support for partitioned IBM Power 10 and IBM Power 8 using IBMi V7R4 Operating Systems in CLP, FREE, RPGLE, RPG, S36 OCL, S36 RPG, WrkQry and iACS Access Client Administration/maintenance.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority. A resume must accompany your application. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
