Program Manager, HR Systems

Metric5 has a need for a Program Manager with 10+ years of experience, including at least 5 years of HR/HCM system modernization and operations experience. The ideal Program Manager will excel at communication, organization, team management, customer management, and will have extensive knowledge of HR/HCM Systems, preferably PeopleSoft.ResponsibilitiesLead an enterprise IT services BPA/IDIQ contract providing HR/talent management systems modernization and operations, data management, digital services support, and additional enterprise IT services support.Lead operations, maintenance, upgrade, and enhancement efforts for a PeopleSoft HCM system and supporting systems.Create and manage the staffing plan and schedule, engage in stakeholder management activities, and develop artifacts such as configuration management plans, deployment plans, testing plans and training plans.Manage the release lifecycle across applications.Collaborate with senior client resources to report status and ensure that the program objectives are being met.Manage the responsibilities of the staff assigned to the program.Manage performance of the staff assigned to the program by providing real-time feedback, holding performance syncs, and addressing performance issues.Develop future HR Transformation strategies and roadmaps to assist the client in becoming more efficient and better positioned for long-term success.Apply subject matter expertise to identify, develop, and implement techniques to improve engagement, productivity, mitigate risks, and resolve issues.Review/submit deliverables and manage invoicing. Manage program financials.Ensure that the work products and deliverables are of the highest caliber to ensure client satisfaction.Perform as capture manager and support proposals for new task order opportunities anticipated to be released on the contract.Required Skills5 years of relevant experience managing modernization and sustainment programs with multiple teams.5 years of relevant experience managing, implementing, and upgrading ERP systems, preferably PeopleSoft.5 years of relevant experience performing project financial management, people management, subcontractor management, and hiring/team building.5 years experience with client facing leadership roles.Project Management PMI Certification or Agile Project Management certification.Experience managing a multiple task orders contract vehicle (BPA/IDIQ) supporting enterprise technologies.Experience with market research, task order responses, task order management.Excellent analytical, written and verbal communications skills.Ability to interpret a variety of technical and functional information.Ability to work collaboratively to achieve results.Outstanding time management and organization skills.Superior attention to detail and conscientious quality of work product.Professional demeanor with superior oral communication skills.Demonstrated track record of analytical and critical thinking skills.Organized, motivated and demonstrate the ability to work under minimal supervision to achieve desired objectives.Desired SkillsPublic Sector experience.3+ years of PeopleSoft HCM experience.Understanding of Federal government contract management.Education:Bachelor’s Degree.Project Management PMI Certification or Agile Project Management certification.Years of Experience:

10+ years of relevant experience.Salary:

$150,000 - $190,000 annually.Clearance:

Must be a United States citizen and must possess ability to pass a Public Trust Government background investigation.Location:Washington, DC area preferred.Majority of work will be remote but role is expected to meet with customer in Washington D.C. on an as-needed basis, approximately 1-2 times/month.Occasional travel may be required.
