General Statement of Duties
The Finance Director has a highly specialized role, legally mandated to safeguard financial integrity, ensure compliance with federal, state, and local laws, and maintain accountability to the County Manager, Board of Commissioners, oversight agencies and the public.
Distinguishing Features
Position duties include complex professional and administrative work in planning, organizing, and directing the County’s financial operations, including budgeting, investments, debt management, accounting and financial reporting systems ensuring adherence to Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB). This position ensures compliance with county policies, federal and state regulations, including the Local Government Fiscal Control Act, NC General Statute 159. The Finance Director formulates long-range goals for the organization, develops policies and procedures and advises the County Manager and Board of Commissioners.
Maintains the County’s financial records, general ledger (GL) and financial accounting and reporting systems.
Manages the County’s financial policies and finances making revisions as necessary as well as recommendations to the Manager’s Office and the Board.
Prepares and presents regular financial reports for the Board.
Ensures that County agencies/departments follow required guidelines, procedures, eligibility, program purpose, grant purpose, etc. for federal and state awards and grants.
Ensures the County’s Annual Comprehensive Financial Report (ACFR), Schedule of Federal and State Awards (SEFSA), and Annual Financial Information Report (AFIR) are prepared, completed, and timely submitted to the Local Government Commission (LGC).
Manages the issuance of debt, including working with financial advisors, ensuring legal compliance, and overseeing required debt service payments.
Performs fiscal analysis, trend analysis, revenue forecasting, debt service planning and capital budgeting.
Coordinates with the County Manager on projecting annual revenues and expenditures, and balancing of the recommended budget, through conservative, attainable estimates. Makes necessary budget adjustments throughout the fiscal year and maintains budget integrity.
Supervises receipt of all County revenues and ensures the investment of idle funds in compliance with the North Carolina General Statutes.
Manages internal financial controls in order to ensure accounting accuracy and ensure funds are lawfully used.
Supervises, directs, and evaluates assigned staff, processing employee concerns, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns, and reviews work and establishes work schedules; monitors status of work in progress; inspects completed work assignments; provides direction and feedback to staff.
Advises the governing board on all financial matters, including long-term financial planning and assessing the fiscal impact of proposed policies or initiatives.
Attends Board meetings and presents financial items for consideration.
Performs related job duties as required.
Recruitment and Selection Guidelines
Strong understanding of public accounting principles, practices, and procedures.
Considerable knowledge of the fiscal policies and statutory requirements governing county funds including state and County laws, Governmental Accounting Standards Board (GASB) pronouncements and North Carolina General Statutes.
Thorough knowledge of accounting systems, policies, and procedures.
Considerable knowledge of computer operations and applications related to accounting, payroll and financial analysis and reporting.
Thorough knowledge of the County’s budgeting and purchasing policies and procedures.
Thorough knowledge of the principles and practices of automated financial management systems and their use in a local government fiscal environment.
Knowledge of cost accounting principles and practices.
Ability to understand and apply policies to the maintenance of a variety of financial records and reports.
Skilled in analyzing and interpreting financial data, performing trend analysis, and preparing clear and concise reports.
Proficient in verifying accounting and other financial documents and forms for accuracy and completeness.
Ability to establish and maintain effective working relationships with department heads, vendors, employees, and the public.
Skilled in the use of spreadsheets for tracking and analysis.
Skilled in collaborative conflict resolution, meeting facilitation and public presentations.
Ability to evaluate complex financial systems and formulate and install appropriate accounting methods, procedures, forms and records.
Ability to plan, organize, direct and evaluate the work of subordinate employees in the specialized field of accounting.
Ability to design and prepare analytical or interpretive financial statements.
Ability to conduct long-range financial planning.
Minimum Qualifications Required
Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business administration or related field with extensive knowledge of governmental financial management systems, related statutes, and regulations and more than six years of progressively responsible public finance administration; or any equivalent combination of education, training, or experience demonstrating the required knowledge, skills, and abilities necessary for the job. Certified Public Finance Officer and/or CPA required within 12 months of employment.
Preferred/Desirable Qualifications
Master’s degree in accounting, business administration or a related field and a CPA certification preferred.
