Winchester Municipal Utilities, Winchester, Kentucky is accepting applications for the position of Director of Accounting and Finance. The Director of Accounting and Finance reports to the General Manager.
ESSENTIAL FUNCTIONS:
Coordinates and administers functions of accounting, finance, accounts payable, and payroll.
SPECIFIC RESPONSIBILITIES:
Promotes the maintenance of a safe, accident-free, and healthy work environment.
Establishes and maintains cooperative relationships with coworkers and contacts.
Facilitates the preparation of the annual operating and capital budget.
Monitors utility revenues and expenses with respect to the adopted budget.
Coordinates the annual audit.
Directs the preparation of and reviews the financial statements.
Directs and monitors the investment of funds.
Provides direction and monitors the development of all rates and charges.
Monitors accounts payable and accounts receivable and directs the preparation of payroll.
Assists in capital planning and develops revenue requirements to support capital needs.
Responsible for the efficient and productive operation of the accounting and finance area.
Responsible for control, analysis, accounting, and reporting of general ledger, financial analysis, audit, and budget.
Performs supervision and performance appraisal of employees.
Assists in preparation of various exhibits, schedules, and reports.
Assists in development of accounting policies.
Supervises calculation and disbursement of weekly payroll.
Supervises calculation, verification, and payment of accounts payable.
Evaluates various financing requirements and administers revenue bonds and KIA loans.
Performs other related duties as directed.
QUALIFICATIONS:
Bachelor’s degree in Accounting from an accredited college or university.
Extensive knowledge of accounting principles, accounting procedures, and maintenance of automated and manual accounting systems.
Significant experience in accounting, general ledger, preparation of financial statements, analysis and audit of financial accounts, preparation of various tax returns, and reporting for regulatory and governmental agencies.
Significant experience with computerized accounting systems (AS/400 or other midrange and/or mainframe computer systems preferred).
Significant experience with Microsoft Excel, Word, and PowerPoint.
Experience in preparation of accounting reports of high presentation quality.
Experience in employee supervision or team leadership (3 years preferred).
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel objects, tools, or controls; and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms; stoop or kneel.
The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, and the ability to adjust focus.
