The C5ISRT Program Analyst (C5ISRT-PA) Subject Matter Expert (SME) level II position is built upon the training and experience of a Technical Surveillance Operator (TSO). The C5ISRT-PA will leverage their TSO experience and subject matter expertise (SME) to assist in the acquisition of innovative next-generation technologies for SOF while in direct support to the Naval Special Warfare Command N8, N88, N887, and the C5ISRT RO staff. The TSO experienced analyst will grow into and assist the Requirements Officer (RO) staff in the planning, programming, and execution of resources to fulfill WARCOM’s acquisition and requirements strategy. The analyst position will perform as a technical advisor in the evaluation of requirements, related documentation, and the analysis and advisement on current tactics, techniques, and procedures relevant to the acquisition of WARCOM’s C5ISRT programs. Average travel time of 15%, as necessary, in support of WARCOM’s program requirements and the C5ISRT-PA duties and responsibilities.Required Minimum Qualifications:Have and maintain a TS clearance with SCI eligibility.Technical Surveillance Operator (TSO) trained with NSW or Joint SOF experience.Working knowledge of Microsoft products.Desired Skills and Experience:
Operational integration of complex equipment in multi-domain environments ISO SOF mission sets.Operational integration, maintenance, and tracking of complex sensor systems such as:Tagging, Tracking, and LocatingTactical Audio, Video, and PhotographyNon-Standard communicationsTechnical Surveillance CountermeasuresPersonnel RecoveryKnowledge of Unmanned Systems and their sensor systems.Innovative and proactive thinker in the capability gaps and requirements definition of Next Generation technologies to support SOF and SOF mission sets.Working understanding of SOFCIDS and the NSW requirements generation, documentation, and validation processes.Desired to have 3+ years of combined TSO experience in C5ISRT relevant technical fields and requirements, resourcing, and acquisitions.Desired to utilize SOF and TSO experience and learn the government acquisitions process to bridge capability and technology gaps into the acquisition of technology for SOF operations.Associate's degree or desire for personal growth through continued learning and education.C5ISRT-PA Duties and Responsibilities:Assist C5ISRT RO staff with combat evaluations, test events, and other technical experiments as required to support the respective programs in advancing technical capabilities.Provide technical advisement to C5ISRT RO staff by documenting the identification of capability gaps and requirements-based solutions.As required, attend SOCOM and Intelligence Community C5ISRT-related conferences, information meetings, and working groups.Develop and recommend TTPs and system operational employment guidelines based on developmental and final system specifications, testing results, and system capabilities to ensure SOF success.Liaise with Program Management Offices (PMO) to identify Research and development, procurement, and maintenance funding options supporting C5ISRT requirements.Assist and advise staff in acquisition strategy and budget matters, status, and potential concerns for the C5ISRT Programs via documentation and timely, accurate briefings.
