Job Title:
Chief Security Officer
$2,409.60 bi-weekly
40-hour work week
Job purpose:
This position is responsible for maintaining safety and security of the judges, judges’ staff, court employees and the general public while at the court, as well as the court facility itself. This position supervises security officers, including scheduling of work hours and training. Develop and maintain security policies and procedures and educate and train new employees as needed. Ensure the orderly conduct of all persons at the court or in the courtroom. Ensure that all persons who enter the court are properly screened for weapons, contraband, or other materials that may compromise the integrity of a safe and secure court facility, its employees, or its visitors. Communicate with co-workers, other court staff and the public. Perform other duties assigned by the Judge or Court Administrator. This is a full-time position with benefits payable as authorized by law. This is a fiduciary position and shall serve at the pleasure of the presiding Judge.
Duties and responsibilities:
Job Duties include, but are not limited to, the following:
Maintain security of the court facility and its occupants.
Ensure that no weapons, illegal drugs or other contraband are brought into the court.
Ensure that all occupants comply with court safety and security procedures and rules.
Monitor security cameras and doorways, operating metal detectors, and conduct walk through inspections of the court for suspicious activity or potential security or safety breaches.
Assist with the movement of inmates within the court facility.
Inspect the courtrooms and other portions of the court for explosives or dangerous objects.
Assist the bailiffs or other law enforcement officers in the arrest or removal of persons who disrupt courtroom proceedings.
Assist with the exclusion of unauthorized persons from entering the courtroom during certain phases of a trial.
Communicate with public and law enforcement officers in person, by radio, or by phone as needed.
Operate appropriate security devices, such as walk through metal detectors, X-ray machines, panic buttons and metal detecting wands.
Follow all Ohio Department of Health requirements for the court security equipment.
Ability to recognize persons who may be under the influence of alcohol or drugs of abuse and to administer appropriate tests.
Continually develop and maintain security procedures manual, and provide training to new employees as needed.
Prepare written reports of security breaches or other incidents.
Perform security tests of security equipment within the court.
Inspect court for possible safety concerns that need addressed.
Knowledge, skills and abilities necessary for the position:
Clerical Skills/Expertise
Ability to effectively communicate with the public and co-workers with courtesy and professionalism
Ability to comprehend written and oral instructions
Ability to safely handle a firearm
Ability to meet deadlines
Ability to multitask
Ability to organize work duties without supervision
Familiar with Microsoft Word, Outlook Calendar, or other word processing application

Bondable through the City’s insurance carrier
Familiar with Lima Municipal Court security and procedures
Familiar with applicable statutory case law that may apply to court security procedures
Qualifications:
Education: Graduation from High School or GED Certificate, required. Thirty (30) semester hours of course work through an accredited college or university toward a degree in business, criminal justice, or related field, required. Trained on all security equipment and features by the Ohio Supreme Court.
Certification: Uniformed and/or Commissioned Officers of the Lima Police Department
Availability: Must be able and available to work during the department’s business hours on the days required. (Monday through Friday, 8:00 a.m. to 5:00 p.m.) May be required to occasionally work beyond these hours, and every effort will be made to provide advance notice of such.
Experience: Minimum one (1) year experience working with the public, required. Experience in legal or court-related work, field work, and work involving upset or contentious citizens, preferred.
Background: May not have prior convictions for fraud, theft, or crimes involving violence or weapons, or other crimes that would adversely affect the Chief Security Officer’s ability to support the work and function of the department, or represent the Court in a fair, credible and professional manner.
