Chief Business Officer/Controller

Description of Position
Under the direction of the Chief Operating Officer, the Chief Business Officer is responsible for providing vision, leadership, and direction for the finance and business processes and services. This includes the functions of general accounting (payroll, accounts receivable, cashiering, accounts payable, general ledger, budget, financial reports), cash management, budgeting and financial reporting, grant and contract accounting, travel, purchasing, mail room and print services, bookstore operations, 21+ housing as well as property accounting and control. This position will require the ability to demonstrate leadership, innovation, and a mindset of continuous improvement, enthusiasm, a style that is genuine, open, and engaging; good judgment in recognizing talent and assessing where improvements are needed; the ability to make appropriate connections and build synergies; and an open and creative approach to problem-solving and a willingness to address issues without territoriality.
Essential Duties and Responsibilities
Develops and leads collaborative, cross-functional teams to achieve program goals and objectives
Coordinates the preparation of District’s annual financial statements, including Annual Comprehensive Financial Report, Federal Single Audit and Arizona’s Annual Budgeted Expenditure Limitation Report
Facilitates the development of the annual College budget
Provides financial reporting to the District Governing Board, state and federal agencies and internal management
Responsible for ensuring the department has a strong internal control environment that includes policies & procedures, training, adequate review/approvals, and a proper segregation of duties
Assists with all capital financing, primarily bonds, done by the district
Oversee the District’s insurance policies and provides risk avoidance and mitigation recommendations
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving issues; grow team’s ability to provide outstanding customer service
Performs other duties as assigned by Chief Operating Officer.
Minimum Expectations & Requirements
Minimum of eight (8) years of progressively responsible experience within the Accounting/Finance field, including at least five years with supervisory responsibility
Five years of leadership at a senior level
Bachelor’s degree in Accounting or related field
CPA
Experience in the preparation of financial statements
Knowledge of GAAP and current GASB pronouncements
Demonstrated excellent communication and organizational skills
Preferred Skills & Abilities
MBA
Experience working in the public sector, preferably an educational environment
Experience using Outward Mindset tools
Experience helping organizations to manage the Arizona Expenditure Limit
Experience using the Ellucian Banner Finance system
