Job Title: Education Manager
Department: Clare Swan Early Learning Center
Reports To: Senior Manager, Programs
Supervises: Teacher I and Home Visitors
FLSA Status: Exempt
Pay Grade: E5
Job Type: Full-Time, Regular
General Functions :
The Education Manager is responsible for overseeing the education services of the Clare Swan Early Learning Center's Early Head Start program for children aged 6 weeks to 3 years. This role ensures compliance with Head Start Performance Standards, supports high-quality child development practices, and collaborates closely with other program areas such as Family Services, Disabilities, Health and Safety, Nutrition, and Quality Assurance. The Education Manager works under the Senior Manager, Programs and partners with the Staff Development Manager to identify areas for staff support and development, contributing to continuous quality improvement and optimal outcomes for children and families.
Duties and Responsibilities, including but not limited to:
Family and Community Engagement:
Ensure effective communication and collaboration between families and teachers to enhance child outcomes.
Build strong community relationships to support program needs for volunteers and staff recruitment.
Collaborate with family services staff to promote family engagement in children's learning and development.
Education – Child Development:
Supervise Teacher I’s and home visitors, manage scheduling, and assign children to temporary classrooms when necessary.
Recruit, interview and hire team members.
Provide leadership by inspiring, guiding and motivating teams.
Create an environment that fosters employee engagement and satisfaction.
Along with the Staff Development Manager, identify training needs, provide opportunities for learning and growth and support the professional development of team members.
Evaluate performance of team members to include providing feedback, coaching, mentoring and conducting performance appraisals.
Develop, implement, and monitor all education-related policies and procedures to ensure effective and high-quality services that meet Head Start Performance Standards.
Ensure the implementation of developmentally appropriate practices and curricula that align with the Head Start Early Learning Outcomes Framework.
Conduct classroom observations using approved research-based tools and support teachers in improving observation and documentation skills.
Disabilities Support:
Collaborate with the Senior Manager, Programs and other specialists to ensure that children with disabilities receive appropriate services in alignment with Individualized Family Service Plans (IFSP).
Assist in developing inclusive practices that support full participation of children with disabilities in classroom activities.
Advocate for timely evaluations and effective quality services for children with disabilities.
Program Quality and Monitoring:
Support the continuous quality improvement process, including self-assessments and program monitoring, to ensure compliance with performance standards and positive outcomes for children.
Drive quality improvement initiatives related to education and learning environments.
Regularly review assessment data, lesson plans, and student observations to ensure alignment with school readiness goals.
Participate in planning, facilitating, and conducting parent-teacher conferences, home visits, and parent meetings as needed.
Collaborate with other CSELC managers to ensure center operations meet or exceed licensing and Head Start standards.
Family Engagement:
Partner with the Family Services team to facilitate family engagement in their child’s learning and development, providing guidance and resources to support school readiness outcomes.
Partner with the Family Services team to establish a collaborative approach to child development, supporting consistent attendance and engagement in the learning environment.
Health and Safety:
Support a safe and healthy environment for children, staff, and families, ensuring compliance with health, nutrition, and safety requirements.
Work in conjunction with the Health and Nutrition Manager to promote preventive care and healthy habits among children.
Nutrition:
Collaborate with the Health and Nutrition Manager to ensure staff are fulfilling their responsibilities under the USDA Child and Adult Care Food Program (CACFP) guidelines.
Model and coach staff on responsive infant feeding, family style dining and capitalizing on learning opportunities during meal times.
ERSEA:
Organize and facilitate student transitions between classrooms and ensure teachers use appropriate supportive practices.
Participate in staffings as needed to help advocate for the best placement outcomes for students.
Participate in attendance monitoring and ensure teachers are communicating with families to promote attendance.
Additional Duties:
Build strong relationships with community partners to support volunteer needs and referrals.
Provide classroom support as needed to maintain appropriate child-staff ratios.
Maintain confidentiality in accordance with regulations, policies, and procedures.
Perform other duties as needed and assigned.
Job Specifications:
Demonstrated ability to effectively supervise staff and provide on-going coaching and development.
Ability to lead presentations and provide instruction to individuals and groups of varying ages and experiences using various modalities.
Demonstrated ability to train staff to adapt curriculum and lesson plans to meet the needs of students.
Excellent verbal and written communication, assessment, evaluation, plan implementation, and documentation skills.
Proficient with computers, standard office equipment, and programs.
Ability to work independently with minimal supervision as well as within a team.
Demonstrated knowledge and understanding of the social, education, training, and cultural needs of the Alaska Native/American Indian community.
Ability to comprehend, interpret, and apply programs and policies, procedures, guidelines, and instructions through formal and on-the-job training.

Minimum Qualifications :
Bachelor's degree in early childhood education/special education or related field.

Flexible availability for open/closing shifts for program supervision to ensure ratio and licensing requirements.
Two (2) years of supervisory experience.
Must provide copy of current Health Report.
Continued employment is contingent upon a satisfactory state and federal background check.
Preferred Qualifications:
Master's degree in early childhood education/special education or related field.
Three (3) years of Head Start/Early Head Start management and classroom experience special education/disabilities experience in an educational setting.
Experience working with Alaska Native people, knowledge of their values and belief systems.
Demonstrated experience providing culturally competent services.
Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
