Ensures that the benefit programs support the organization’s strategic objectives, are cost effective and are competitive to attract and retain top talent. This position ensures that benefit plans meet all relevant legal and regulatory requirements. This position also serves as the Eversource Lead witness for Benefits in rate cases and other regulatory matters.Essential Functions:Oversees the design, implementation, and communication of current and new benefit programs for employees, retirees and executives, ensuring compliance with state and federal laws including ERISA, IRS, ACA, DOL and other regulations.Builds an effective relationship between HR Operations & Service Delivery and HR Benefits Strategy teams to ensure effective and compliant administration, communication, and delivery of benefit programs.Develops the long-term strategy and oversees the financial management of all benefit programs and contracts. Responsible for completion of actuarial valuations, review of benefits billing, discrimination testing, open enrollment planning, and special studies as required.Ensures cost effective and efficient HR administrative services covering the full spectrum of company-sponsored and voluntary benefit programs including health and welfare, wellness, absence and disability programs, workers’ compensation, defined benefit, defined contribution, tuition reimbursement and miscellaneous plans.Manages relationships with benefit plan vendors, outsourced benefits service providers and brokers.Complies with governmental regulatory finance and accounting requirements including any third-party compliance reporting, exclusive of SEC requirements.Develops and manages benefits budgets, accounting and cash flow requirements for all employee benefit programs.In partnership with Legal and Finance, ensures that the appropriate governance and accounting practices for benefits programs are in place and followed.Directs all aspects of benefits communications including the HR Operations & Service Delivery Generalists and Specialists messaging, Tier 0 options, and all other written/electronic communications related to benefits programs.Develops and manages staff capacity and flexibility to meet customer expectations and to assure high productivity, job satisfaction and personal development.Works collaboratively across HR (COEs) in support of other business priorities, e.g., lead for labor benefits negotiations, etc.Serves as the Company witness in regulatory proceedings, rate cases and management audits.Technical Knowledge/Skill/Education/Licenses/Certifications:Technical Knowledge/Skill:In-depth knowledge of employee benefits programs.Working knowledge of ERISA, IRS, ACA, DOL and other laws relating to health and welfare and retirement plans.Strong financial management and analytical skills.Broad knowledge of business operations and associated information systems needs.Expertise in managing significant change and commitment to continuous improvement.Proficiency in both written and oral communication – ability to interface effectively at all levels of the organization, including CEO and members of the Board.Education:Bachelor’s degree in Business, Finance or related discipline.Master’s degree preferred.Experience:Minimum of twelve (12) years of increasing responsibility in benefits, including the strategic and tactical experience in designing, developing, implementing, administering, and managing budgets and complying with regulations relating to employee benefits programs.Licenses & Certifications:Benefits Certificate preferred.Working Conditions:Must be available to work emergency restoration assignment as required.Must be available to travel between MA/CT/NH as necessary.Worker Type:
