What you will be doing:
Evaluate NC3 technologies to define interoperability standards and develop interfaces to implement in existing NC3 systems.
Advise and assist the Government in the development, maintenance, and publishing of the NEC Technical Standards Plan, including the roles/responsibilities and process for developing and publishing technical standards, specifications, and protocols for the NC3 Enterprise.
Maintain NC3 Enterprise Technical Standards Roadmap:
Participate in the development of interface and interoperability standards/specifications for focused improvement toward Next-Gen.
Publish specifications and applications within the NC3 architecture (including models) and expected benefits.
Support the development and publish transition orders and plans for focused improvement toward Next-Gen.
Monitor enterprise execution.
Formulate/define system scope and objectives for assigned projects.
Devise and/or modify procedures to solve complex problems related to enterprise infrastructure capacity and limitations, operating time, and form of desired results.
Prepare detailed specifications from which programs will be written.
Manage program design, coding, testing, debugging, and documentation.

Education:
High School Diploma
Years of experience:
16+ years relevant experience, including 10 years experience in systems architecture, establishing requirements, designing, and ensuring interoperability for information management systems or enterprises with:
Experience with Open Systems Interconnection (OSI) and International Standards Organization (ISO) reference models, and profiles of standards such as the Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model, as they apply to the implementation and specification of Information Management (IM) solution of the application platform across the application program interface (API), and the external environment/software application.
Experience with establishing system information requirements in the development of enterprise-wide or large-scale information systems. Designing architectures to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. Evaluating problems of workflows, organization, and planning and developing appropriate corrective action.
Ability to work well within a team and to execute tasks independently.
Strong written and oral communication skills.
Strong command of MS Office suite tools, including Word, Excel, PowerPoint, and Visio.
Experience with Model-Based Systems Engineering (MBSE) tools such as Cameo, MagicDraw, and Sparx EA.
Relevant experience with NC3 Enterprise Center (NEC) or equivalent relevant experience at the Joint Staff, Service Headquarters, or Combatant Command level.
Preferred Education and Experience:
Bachelor’s degree in Engineering, Computer Science, or similar technical field with 8+ years’ relevant experience in all phases of applications systems analysis and programming, developing plans for enterprise IT technical standards and modernization, and translating operational/business requirements into IT system design, OR
Master's degree in Engineering, Computer Science, or similar technical field with 6+ years' relevant experience in all phases of applications systems analysis and programming, developing plans for enterprise IT technical standards and modernization, and translating operational/business requirements into IT system design.
Apogee offers two medical plans, a high deductible health plan with an HSA and HRA and a traditional POS plan with co-pays, dental, vision, 401(k), life insurance, PTO, paid holidays, parental, military, and jury duty paid leaves. Regular part-time employees scheduled for twenty-four or more hours per work week are eligible for benefits on a pro-rated basis.
The base pay for this position ranges from
$100,000 to $165,000
across the U.S. There is a different range applicable for specific work locations. Base pay is based on a number of factors and may vary depending on job-related knowledge, experience, skills, abilities, training, and education.
