Overview

We are seeking a

Law Enforcement SME

with at least Five (5) years of experience working at both the strategic and operational levels within the law enforcement community. Candidate will support the Under Secretary of Defense for Intelligence & Security (USD(I&S)). The candidate will support the review, analysis, development, and implementation of OUSD(I&S) responsibilities for national and DoD policy, guidance, and training as they pertain to LE and related national security matters. Estimated amount is 15 annually.

Job Duties:

Provide support with national security policy and strategy as it pertains to OSD and the Military Departments, and how such policy and strategy interface throughout the larger Intelligence, National Security, and related LE communities. This is a daily occurrence for all program work in LE Directorate. Typically, each contractor will support five programs/projects/monthly.

Make recommendations on how to properly conduct oversight of all DoD LE activities and assigned LE responsibilities. Estimated frequency is four times annually.

Provide senior level advice on LE missions that fall under the responsibility and purview of the USD(I&S). This task applies to all projects daily.

Produce and disseminate DoD CJI reports and briefings monthly that detail DoD LE activities for Congress and Senior Executive Branch officials. Estimated at 10 reports or briefings annually.

Review, coordinate and facilitate OSD-level staffing of up to 104 LE activities actions per year requiring senior level approval. Estimated number of related staffing packages is 20 annually.

Facilitate cross communications between various DoD, Department of Justice, Defense Criminal Investigative Organization (DCIO) and Department of Homeland Security partners. Estimated at 100 communications annually.

Draft, revise, and update approximately five (5) OSD policies related to LE authorities, LE activities, military justice information management and CJI management on an annual basis.

Organize, facilitate, manage program content, and coordinate support and participation for the DoD Peace Officer Standards and Training (POST) Commission biannual meetings. Estimated at four projects yearly and meetings quarterly.

Organize, facilitate, manage program content, and coordinate support and participation for the Defense Law Enforcement Commission (DLEC) quarterly meetings.

Assist OUSD(I&S) LE staff in policy development and execution of oversight management missions where required, approximately two to five anticipated daily.

Work with Intelligence Systems Support Office to compare the Defense CJI "As-Is" environment with the data collection, reporting, analysis and oversight requirements developed. Estimated at five requirements annually.

Serve as lead to review and consolidate data requirements from identified statutes and provide an overview of the data required (to include the data standards), the reporting frequency required, and the historic (and anticipated) reports that will be needed to provide program management oversight. As needed, interview various stakeholders within the Department to ascertain internal data requirements for and from the Defense LE community. This will include discussions with stakeholder communities such as security (entry control, personnel security, etc.) and counter-insider threat, as well as the research needs supporting prevention activities. Non-CJI system and data access needs of the Law Enforcement Agency (LEA) should be identified. Forecasted at five data requirements annually.

Organize, facilitate, manage program content, and coordinate support and participation for the DLEC quarterly meetings. Estimated at four projects annually for biannual meeting.

Preferred Qualifications:

Experience as a Federal police officer or criminal investigator (FBI, DEA, DHS, etc.), DoD Law Enforcement (Special Agent, Military Police).

Experience in OSD, Joint Staff, Military Department, or Combatant Command staff.

Experience with collection and analysis processes of one or more of the following: CJI (NCIC, III, NICS), National Incident-Based Report System, Law Enforcement Office Safety Act, 10 USC 2672 or other equivalent LE authorities, Sex Offender Management, or law enforcement training standards.

Comprehensive knowledge of Federal statutes, advance and contemporary investigative principles and techniques relative to rule of evidence, search and seizure, surveillance, apprehensions, arrests, interviewing and interrogations, and judicial proceedings.

Minimum Experience Required:

Experience identifying stakeholders, fostering collaboration, leading groups, developing and advocating positions, building and articulating defendable arguments, negotiating compromises in a multi-functional environment, and persuading management to accept proposals and recommendations.

Experience working with two or more of the following: Criminal Justice Information (CJI)(NCIC, III, NICS), National Incident-Based Report System, Law Enforcement Office Safety Act, 10 USC 2672 or other equivalent LE authorities, Sex Offender Management, or law enforcement training standards.

Five (5) years of experience in the development of DoD, Service/Combat Support Agency or Federal policy and knowledge of updating and staffing packages.
