:Under the direction of the Director of Public Safety & Emergency Preparedness, performs moderately complex tasks related to the successful administration of the City’s Public Safety, Emergency Preparedness and Workplace Safety Programs.Essential Job Duties

:The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.Assists the Director of Public Safety & Emergency Preparedness with managing the City’s emergency management program, including annual review, update, and maintenance of the City’s Emergency Operations Plan and coordination and training of the City’s personnel as Disaster Service Workers.Organizes, equips, maintains and reviews the effectiveness of the City's Emergency Operations Center (EOC), while keeping it available for immediate activation by operating and testing EOC equipment and systems, developing and reviewing activation and operation procedures, and stockpiling appropriate supplies.Establishes relationships and working partnerships with other emergency planning agencies and organizations. Maintains current emergency contact information list and provides information to local Sheriff and Fire representatives. Acts as a City representative to Area B of the L.A. County Operational area.Represents the City at meetings with partner agencies; and at citizen, professional and community groups; prepares and delivers presentations as requested; answers inquiries in person and in writing. Serve as staff liaison to the Public Safety Commission and serves as Public Safety Committee liaison with the Director.Administers the City’s Community Emergency Response Team (CERT) program and coordinates volunteer activities. Oversees CERT Team maintenance disaster cache units through the City.Coordinates disaster response drills and exercises in accordance with state and federal requirements. Designs, develops and delivers public education and training programs for the community on a variety of disaster preparedness matters.Researches, analyzes and develops recommendations regarding emergency preparedness programs and procedures, pending legislation, and policies; prepares and presents written and oral reports.Attend meetings and training sessions associated with the communications (CWIRS)(IPAWS) capabilities utilized by the City to communicate with local emergency agencies (OARRS) and emergency response volunteers.Coordinates compliance to the Standardized Emergency Management System (SEMS), conducts ongoing awareness training in Emergency Operations, and reviews individual department emergency plans.Administers and submits all City related disaster claims for relief and reimbursement to the State of California Governor’s Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA), in compliance with applicable laws and regulations as a result of disaster declarations affecting the City and maintains thorough and complete records of reports and reimbursements.Conduct research on available grants; prepares applications and writes proposals to fund various safety and emergency preparedness related activities, assists in the implementation of grant funded projects and programs, and manages grant performance requirements.Manage Fire Department CUPA Business Plans for City facilities, False Alarm program, and miscellaneous City events (Pumpkin Festival, Flu Clinic) as necessary.Responds to and resolves difficult and sensitive complaints and inquiries; provides and specialized information and assistance.Work with City Communications to create messaging and troubleshoot the City’s AM Radio Station.Research, purchase and maintain the City emergency radio cache. Administer the City Communications Radio Program for employees.Manage City Building Warden and Floor Warden program for emergency evacuations.Maintain and update several City related publications including the Emergency Preparedness Guide and department Emergency Procedures flipcharts.On call for emergencies after hours.Minimum Knowledge, Skill and Ability

:Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be completion of a Bachelor’s degree from an accredited college or university with major course work in a relevant subject area or 3 years of related public safety or emergency management experience. Completion of FEMA IS 100, IS 200, IS 700, IS 800, IS120, IS139, IS230, IS235, IS240, IS241, IS242, IS244 courses is required within 6 months of hire.Licenses and Certificates

:Possession of a valid California driver's license required; Emergency Manager Certification from IAEM, CESA, FEMA or equivalent is desired.Physical Requirements and Working Conditions

Requires vision (which may be corrected) to read small print.Requires mobility of arms to reach and dexterity of hands to grasp and manipulate small objects. Lower body mobility may not be required.Performs work which is primarily sedentary.Subject to inside environmental conditions.May be required to work at a video display terminal for prolonged periods.May be required to use personal vehicle in the course of employment.May be required to work evenings and weekends.
