Senior Director - Global Health Programs

to provide leadership of HJF’s component supporting DoD’s President's Emergency Plan for AIDS Relief (PEPFAR) program, with significant additional responsibility to lead HJF’s efforts in PEPFAR-related activities supporting the mission of the Military HIV Research Program (MHRP) under the Center for Infectious Diseases (CIDR) at the Walter Reed Army Institute of Research (WRAIR).The incumbent will provide direct oversight and management of HJF’s PEPFAR award with primary support from the Director of Global Health and PEPFAR Operations. The incumbent will contribute to development of opportunities, focusing on international sites, leveraging PEPFAR, and collaborating closely with the HJFMRI Director for Research – Africa and other HJF personnel. The incumbent may serve as principal investigator on assigned research studies and clinical trials, responsible for all elements of execution. In this role, the incumbent will supervise and direct the planning, design, implementation, oversight, and analysis of research activities.This is a full-time position; however, a flexible work schedule or part-time employment may be considered for oversight of the PEPFAR activities described in the first bullet under the responsibilities section.The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.Responsibilities

Incumbent oversees PEPFAR activities that are funded by a dedicated cooperative agreement implemented by HJF on behalf of the US Army. HJF manages more than $100M annually to support PEPFAR activities in Tanzania, Kenya, Nigeria, and the Philippines with more than 400 direct employees and through numerous contracts with Indigenous partners. As Program Director of the cooperative agreement, the incumbent provides overall leadership of the program, with an emphasis on medical management and corporate relations with DoD, State Department, and host national agencies. (50% Effort)Incumbent coordinates and supports global health initiatives; informs the global health initiative strategic direction and ensures alignment with overarching HJF strategy; works with HJF leaders on engagements with external collaborators and other USG agencies, leveraging capabilities under their respective purview that present unique opportunities for expansion; and actively works with HJF’s leadership team to secure additional funding for the work. (25% Effort)The incumbent may serve as principal investigator on specific awards, responsible for overseeing the overall budget and associated research studies and clinical trials, and all elements of execution. In this role, the incumbent will supervise and direct the planning, design, implementation, oversight, and analysis of clinical research activities. The incumbent will be responsible for ensuring adherence to proper safety and regulatory requirements, accuracy of documentation on participants’ records for clinical trials, and confidentiality in all aspects of the clinical care and treatment and clinical research process. The incumbent will work with HJF staff, US government collaborators, research teams, and other stakeholders as part of a cohesive team to meet mission objectives to include coordinating relevant conferences and events aligned with these awards. (20% Effort)Other projects as assigned, including consultation, supervision, and management of research participants in international protocols. (5% Effort)Analysis of data and preparation of scientific papers for presentation at local, national, and international meetings and for publication in peer-reviewed medical and scientific periodicals, while also supervising and aiding junior investigators, site investigators, trainees, and collaborators in these pursuits.Promoting the national and international visibility of research activities by actively engaging the scientific community through involvement in professional society activities, participation in peer-review processes, membership on editorial boards for scientific periodicals, and other related undertakings.May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.Supervisory Responsibilities

Direct Supervisor : Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities. In addition to PEPFAR team supervision, may supervise technical teams, clinicians, scientists, researchers, administrators, students, and other support staff.Qualifications

Work Environment

This position will take place primarily in office, field, clinic, clinical trials units or hospital settings.Education and Experience

Doctor of Medicine (M.D.)/Doctor of Osteopathic Medicine (D.O.) required.A minimum of 10 or more years of senior-level experience required with at least 5 years of implementing and leading PEPFAR activities required.Required Knowledge, Skills and Abilities

Must have experience overseeing PEPFAR activities.Thorough knowledge of processes, procedures, and techniques necessary to implement research program activities and clinical research tasks.Familiarity and understanding of Global Health, Security and Diplomacy (GHSD) annual mandates and priorities.Knowledge of medical science and the development of clinical research programs to support product development.Experience in the design of clinical research trials.Ability to communicate effectively and work with a variety of stakeholders.Create effective presentations and publish.Excellent verbal, written (publications) and interpersonal communication skills.Willingness and regular ability to travel to OCONUS research sites on multiple occasions and for protracted periods.Travel

International travel is required for this position. Weekend travel will be required. International travel locations include, but are not limited to, Kenya, Tanzania, Nigeria, Thailand, and the Philippines. Up to 20% of time on travel is expected.Work Arrangements

The annual salary range for this position is $173,600-$250,000. Actual salary will be determined based on experience, education, etc.Benefits
