Summary
Responsible for the day-to-day oversight of PCH primary care’s medical providers (Family medicine, Internal Medicine, Pediatrics, Psychiatry, Obstetrics, and other specialty medical services).
Develops, oversees, and leads medical and educational initiatives to enhance the evolution of Team Based Health Care within Pillars Community Health. Ensures that the mission and health care goals of the Health Center are realized through the professional and effective delivery of integrated health care. This includes developing and implementing policies and overseeing the implementation of a team-based care model within an integrated health care system; a health system that implements the integration of behavioral health services, dental services, and all medical services.

Essential Position Duties and Responsibilities
The clinical and administrative duties of the Associate Medical Director generally include a blend of clinical, administrative, and leadership responsibilities.
Clinical Oversight:
Patient Care:
Provide direct patient care, which may involve diagnosing and treating patients, conducting physical exams, and interpreting diagnostic tests.
Maintain admitting privileges at hospital partners of PCH as directed by the Chief Population Health Officer.
Clinical Leadership:
Guide and support medical staff in clinical decision-making, ensuring adherence to best practices and standards of care.
Quality Improvement:
Implement and monitor quality improvement initiatives to enhance patient outcomes and safety. Lead peer review activities for medical providers. Ensure all medical staff members are properly contracted, qualified, credentialed, privileged, and directed to provide patients with high-quality services and care, in accordance with PCH’s policies and procedures.
Ensure all patient records, charts, and all related documentation are current and consistent with best practices in the health care field, as well as within all relevant laws and regulations.
Assists with organizing new provider onboarding and coordinates training for use of PCH’s Electronic Health Record, Expense, and Learning Management Systems.
Lead and participate in efforts related to improving UDS performance and attainment of annual badge recognition.
Participates in activities related to PCH’s overall oversight of 340B Program.

Guide medical staff to uphold and maintain standards of professionalism.

Contribute to the development of policies and protocols related to medical practice, patient care, safety, and clinical documentation.
Regulatory Compliance:
Ensure compliance with regulatory requirements, standards of practice, and accreditation standards. Establish compliance with PCH standards. Helps to manage and assure favorable relationships with the Bureau of Primary Health Care, HRSA, local and state health departments, and any applicable accreditation resources vital to the organization’s continued success.
Budget Oversight:
Collaborate with senior leadership in budget planning and resource allocation for medical services.
Strategic Planning:
Long-Term Planning:
Contribute to strategic planning initiatives related to medical services, clinical programs, and organizational growth.
Community Engagement:
Represent the organization in community outreach activities, promoting health education and awareness.
Leadership and Advocacy:
Leadership Development:
Foster a culture of collaboration, professionalism, and continuous improvement within the medical team.
Staff Development:
Provide mentorship, training, and continuing education opportunities to medical staff to promote professional growth and development.
Advocacy:
Advocate for patient needs and rights, as well as for improvements in healthcare policies and practices. Advocate for the medical service providers within the organization.
Supervising Responsibilities:
Directly supervises primary care medical providers.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include but are not limited to hiring and training staff; planning, assigning, and directing work; evaluating performance, providing coaching and development to enhance professional development and ensure quality services, addressing concerns and resolving problems, and completing administrative documentation as required by the position.
Required to provide collaborating physician or supervising physician duties to nurse practitioners and/or physician assistants.
Administer and oversee provider privileges and clinical staff competencies in accordance with organization credentialing and privileging policy and in coordination with Human Resources, the CEO, and Board of Directors.
Participate in PCH in-services and supervisory trainings and leadership meetings.

Work closely with other healthcare professionals, including nurses, dentists, psychiatry providers, pharmacists, behavioral health providers, and allied health staff, to coordinate patient care and optimize outcomes and meet the expectations of the organizational vision.

Contribute to medical education programs for all direct service staff, rotating residents and other learners, and other healthcare professionals.
Stay current on medical best practices in primary care fields and assure successful implementation and use of evidence-based practices in medical care delivery.

Identify potential risks in patient care and implement strategies to mitigate them.
Incident Management:
Manage medical incidents and adverse events, ensuring appropriate follow-up and reporting.
Participates in annual and quarterly risk assessments and evaluations as appropriate.
Participates in Federal Tort Claims Act (FTCA) deeming application process as appropriate.
Accreditation
Develops knowledge and understanding of Patient Centered Medical Home, CARF Accreditation, HRSA program requirements, Certified Community Mental Health Center program requirements, Federal Tort Claims Act (FTCA), and 340B Program.
Participates in the transition to The Joint Commission Accreditation.
Other accreditation and certifications.
Other Duties
Attends all meetings as required.
Adheres to OSHA guidelines for a safe work environment.
Other duties as assigned by supervisor.
Follows all rules required to comply with confidentiality and HIPAA policies.
Complies with all applicable laws, including but not limited to medical records laws, HIPAA, OSHA, billing and coding laws and regulations, and the corporate compliance program of Pillars Community Health.
Maintains active Illinois medical license, keeps current on CME requirements, and maintains active DEA and Illinois controlled substance licenses.
Maintains participation in Medicare and Medicaid programs.

Education & Experience
Licensed to practice medicine in the State of Illinois.
Board certified M.D. or D.O. in a primary care specialty relevant to the organization’s focus (e.g., internal medicine, pediatrics, family medicine, etc.).
At least 3 years’ experience in a community health center – FQHC preferable.
Prior experience in a clinical leadership role, preferably in a healthcare setting.
Ability to maintain appropriate credentials and clinical privileges at referral hospitals.
