SALARY RANGE:

$120,166 - $198,106

BACKGROUND CHECK:

PROBATION:

All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

RESPONSIBILITIES:

The City of Baltimore seeks an experienced and strategic leader to serve as the Deputy Director for Operations in the Mayor’s Office of Performance and Innovation (OPI). This senior-level position will oversee the CitiStat program and the City Operations (CitiOps) function, driving efficiency and continuous improvement of Baltimore City services.

POSITION OVERVIEW:

Reporting to the Executive Director of OPI, the Deputy Director for Operations (Operations Director I) provides strategic leadership for major performance and operational initiatives across the city. This role manages CitiStat, a data-driven performance program, and leads CitiOps, which implements operational strategies that improve service delivery and cross-agency collaboration.

As a senior leader, the Deputy Director manages complex projects with broad citywide impact, ensuring alignment with long-term city goals. This role requires a visionary leader with a proven track record in large-scale operations, strategic planning, and performance improvement.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Operational Leadership:

Direct the CityOps function, focused on optimizing internal efficiency, driving process improvements, and implementing technical solutions that enhance city services.

Oversee the CitiStat program, developing performance metrics, tracking outcomes, and driving data-based decision-making. Ensure the use of key performance indicators (KPIs) to enhance agency accountability and service delivery.

Program Management:

Coordinate major operational programs, fostering collaboration between city agencies and ensuring the execution of major city initiatives.

Develop and implement tools for tracking and reporting on citywide performance and operations. Design systems that provide insights into operational performance and service delivery outcomes.

Performance Management:

Promote a culture of continuous improvement, identifying challenges, proposing solutions, and executing strategies that lead to operational excellence.

Drive the adoption of data products across city government, encouraging the use of analytics, dashboards, and data products to inform decision-making, improve transparency, and increase engagement.

Stakeholder Engagement:

Partner with senior city leadership, agency directors, and key external stakeholders to identify complex operational challenges and collaborate on actionable solutions.

Regularly communicate progress and outcomes to stakeholders, gather feedback, and drive alignment with citywide goals.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Senior Leadership Experience: Proven experience leading large, complex programs with citywide or organization-wide impact.

Strategic Thinking: Ability to provide forward-thinking leadership to drive performance improvement and operational efficiency.

Program Management Expertise: Expertise in managing cross-functional teams and overseeing large-scale performance or operational programs aligned with strategic goals.

Technology Systems Knowledge: Understanding of technology systems and modern system architecture to guide efficient and scalable technical solutions.

Data-Driven Decision-Making: Ability to leverage data and analytics to drive decisions, identify trends, and implement solutions.

Communication and Collaboration: Strong communication skills with the ability to present complex information to senior executives, staff, and external partners. Demonstrated ability to build consensus and collaborate across diverse stakeholders.

Policy Implementation: Experience in developing and implementing operational policies that align with citywide goals and compliance requirements.

Team Leadership: Ability to lead and mentor senior managers and operational staff.
