Position Title

Director III, Business Services

Position Definition

Under the direction of the Chief Business Official, assist in the development, management, and control of the District budget, in the accounting and fiscal record management and reporting activities and functions; to plan, organize and oversee accounting and payroll functions; to supervise, review and evaluate the performance of assigned personnel; to perform advanced technical and specialized accounting and financial record management and reporting functions; and performs other related work as required.

Responsibilities

Plans, schedules, audits, supervises and participates in the preparation and maintenance of a variety of accounting and financial record management reporting, including general and special ledgers for all District funds and special accounts.

Development, preparation, and management of the budget, including the formulation of budgetary formulas, guidelines and procedures.

Provides support for the development of the Local Control Accountability Plan (LCAP).

Oversight of accounting functions including payroll, accounts payable, accounts receivable, attendance and position control.

Administration of fringe benefit program.

Directs the District’s internal and external audit processes within generally accepted accounting and auditing guidelines.

Counsels, advises and assists site and department personnel regarding matters relating to budget, accounting and financial record management and reporting functions.

Prepares and compiles data for specific reports as needed including budget control reports, financial statements, investment, accounts payable and accounts receivable reports, payroll, food service and a variety of other computer-assisted reports and records.

Administration of requirements established by the California School Accounting Manual and generally accepted accounting principles as established by the American Institute of Certified Public Accountants (AICPA) for income and expenditures.

Plans, organizes, and assigns duties to staff directly responsible to the Director III, Business Services.

Evaluates the performance of assigned staff.

Audits and certifies reports required by other governmental agencies (annual financial, excess cost, project reimbursement, and others as required).

Audits and oversees student body accounts and accounting procedures.

Conducts special studies (time, cost, system, etc.).

Attends staff, departmental, management, and other meetings.

Performs related duties as assigned.

Qualifications

Knowledge of:

Methods and procedures used in general accounting, cost accounting, budgeting, auditing, payroll, and accounts payable/receivable; administrative analysis techniques including error recognition; computerized accounting procedures, laws, rules/regulations, and practices related to school district budgeting; accounting principles, practices and procedures; modern data processing systems and procedures.

Ability to:

Supervise, train, and evaluate assigned personnel; perform professional level accounting and auditing applying generally accepted accounting principles and practices; establish accounting systems and procedures; perform statistical and financial analysis; prepare clear and concise financial and account analysis reports; read, understand, interpret and apply specific district, state, and county fiscal requirements, procedures, policies, and laws; make calculations rapidly and accurately; understand and follow oral and written instructions; establish and maintain effective working relationships with others.

Experience/Education:

Graduation from an accredited four-year institution with a Bachelor’s degree or higher with a major in accounting, business administration, public administration, or related field. Three years of increasingly responsible professional or administrative accounting experience, providing familiarity with governmental accounting principles and procedures. Experience with school district finance is highly desirable.

Other:

Must possess a valid California Driver’s License. Must be insurable at standard rates and maintain such insurability during the course of employment.

Occasional bending at the waist and stooping.

Occasional carrying, pushing, pulling or lifting up to 20 lbs.

Dexterity of hands and fingers to operate standard office equipment.

Hearing and speaking to exchange information in person and on the telephone.

Occasional reaching overhead, above the shoulders and horizontally.

Visual ability to read, prepare/process documents and small figures.

Sitting and/or standing for extended periods of time.
