Clackamas Volunteers in Medicine, DBA Clackamas Free Clinic, is a nonprofit organization dedicated to providing quality healthcare to low-income, uninsured and underinsured residents of Clackamas County, Oregon. Located in Oregon City, about 10 miles south of Portland, the Clackamas Free Clinic (CFC) provides primary care and other health services to medically underserved county residents, through a team of staff and volunteer providers, and other professionals.
CFC opened in early 2012 as the first free clinic in Clackamas County. We are a small, volunteer driven, nonsectarian, culturally responsive organization with nine staff and an operating budget of close to $900,000, not including $400,000 in volunteer and in-kind contributions. Our model is based on the former national Volunteers in Medicine program, which focused on a “culture of caring” and provision of free services to those in need.
Many of our patients are immigrants, many of whom are undocumented. In July 2023, CFC moved to the Oregon City campus of Clackamas Community College (CCC), and is now also serving eligible students and providing practicum experience to students in the Health Sciences Program at the college.
The CFC Board of Directors recently approved a strategic plan to guide the organization from 2023 through 2028. We are seeking an Executive Director (ED) to lead our efforts to build capacity, engage and serve the broader community, build partnerships in order to expand our services, and continuously improve the experience and health outcomes of our patients.
Role Responsibilities:
The Ideal Candidate CFC seeks a collaborative leader with healthcare operations experience who is passionate about our mission and prepared to grow a small nonprofit. We are looking for someone with innovative approach, fundraising experience, results orientation, excellent written and verbal communication skills, and the ability to partner with others to leverage resources to support community health care. Position Summary:
Under the direction of the Board of Directors, the Executive Director (ED) provides strategic direction and leadership of Clackamas Free Clinic ensuring effective management and sustainable quality operations. With the 2023 opening of our new clinic on the CCC campus, CFC plans to grow and expand the scope of our services. Responsibilities
Organizational Leadership and Management:
Provides strategic direction to the organization, working collaboratively with the Board of Directors and others. Ensures the business of CFC is implemented through a lens of diversity, equity, inclusion, and access. Participates in annual planning, in collaboration with the Board and committees, and manages CFC’s performance to meet goals and objectives. Supports a strong Board of Directors and supports committees of the Board. Supports the recruiting and on-boarding of Board and committee members. Manages administration, communications, human resources, participates in the development of the annual budget, oversees management of financial/accounting operations, and ensures appropriate controls and use of funds. Liaises with the Board Treasurer, Finance Committee, and contract Accountant on financial matters. Supports the management of contractual agreements on behalf of CFC. Maintains organizational policies and procedures (e.g., employment manual). Sets clear expectations for staff, fosters a trauma informed and culturally responsive environment, and builds a high performing team. Hires, mentors and guides staff development, and conducts regular performance reviews. Has good knowledge of Oregon employment law requirements. Actively engages and energizes CFC volunteers. Funding and Resource Development:
Promotes a long-term outlook to shape CFC’s fund development and resource mobilization strategy, to support clinic sustainability and growth. Supports the Development and Communications Director and grants team in preparation of an Annual Fund Development Plan, aligned with the Strategic Plan. Builds the case for supporting CFC and demonstrates its value proposition. Sets fundraising priorities and pursues opportunities to raise funds and in-kind resources for the clinic. Facilitates and participates in donor cultivation activities, working closely with the Development and Communications Director and the Board. Develops major gifts and legacy programs, and strategies for corporate engagement. Oversees the Development and Communications Director, who will: Coordinate fundraising events and related logistics/administration. Enter gifts, event proceeds, grant awards and in-kind donations to the Donor Management System (Donor Perfect and Greater Giving). Develop clinic communication materials (annual report, newsletters, mailed appeals, brochures, patient stories). Manage website and social media presence. Oversees grants administration and works with the grants team to: Identify grants, sponsorships, and funding sources for the clinic. Ensure all timelines and reporting deadlines are met. Ensure the grants tracking spreadsheet is current (showing potential grants, pipeline, and pending). Partnerships and Collaboration:
Represents CFC in the community and builds/maintains strong community partnerships (e.g. CCC, Community Action Agency, civic groups, other nonprofits). Takes initiative to build and nurture clinic partnerships, advancing shared priorities for the population CFC serves. Seeks input from others, and works collaboratively with diverse stakeholders in the donor, healthcare, business, and patient communities. Represents the organization with integrity, can inspire CFC’s vision in others, and increases the clinic’s visibility within Clackamas County. Participates in, or delegates clinic representation, at free clinic cohort meetings. Medical Clinic Operations:
Supports the Medical Director and the Nurse Practitioner as they supervise and direct the clinical work of CFC’s medical staff. Supports the Medical Director, Nurse Practitioner, and Operations Manager, ensuring that programs and services are compliant with regulations and standards of quality care. Understands community health needs, barriers to care, and related trends and best practices. Leads the clinic team – holding regular meetings, work planning and oversight of deliverables. Supports the Operations Manager in building and maintaining a strong volunteer program. Oversees the development of a dashboard for medical clinic operations that tracks quality and quantity measures to keep staff and volunteers informed of clinic success (e.g. preventative screenings, referrals to community resources, reproductive health services). Ensures the clinic and its staff comply with the CDC’s recommendations for infectious disease. Candidate Qualifications:
Five years of relevant leadership and management experience. Excellent oral and written communicator, and effective public speaker. Excellent interpersonal and relationship-building skills, including the ability to effectively engage diverse stakeholders. Experience in public health or healthcare. Demonstrated skills in leading, mentoring and supporting staff, and building effective teams. Experience in developing and managing an annual budget, including revenue and expense (e.g. approving contracts, supervising fundraising). Experience formulating strategies, plans, and priorities, and accomplishing them. Track record of developing strong community partnerships. Action-oriented, adaptable, and innovative. Bachelor’s or advanced degree in a relevant field or equivalent work experience. Willing to undergo a background check and drug screening. Oregon Driver’s License and access to reliable transportation. Compensation:
Salary range of $90,000 to $110,000, depending on experience, plus competitive benefits. This is a full-time, exempt position. Benefits includes: Paid time off: sick leave (2 weeks), vacation (3 weeks), 9 national holidays and 1 floating holiday. SIMPLE IRA with 3% employer match for retirement.
