JOB TITLE: CHIEF TECHNOLOGY OFFICER
GENERAL STATEMENT OF JOB
Provides leadership in identifying, assessing and managing technology needs for the school system and all stakeholders. Direct, coordinate, supervise, facilitate or perform all tasks and elements needed to effect comprehensive integration of appropriate technology into every facet of district operations. Contribute to the infusion of educational technology into classrooms, media centers and district offices by providing highly motivating, professional leadership in all areas of technology and technology resource management. Reports to the Superintendent.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Provide leadership in all aspects of technology for the school system.
Lead the implementation of the North Carolina Digital Learning Plan for the school system.
Coordinate development, refinement and execution of the district strategic plan, involving all stakeholders and governance committees.
Collaborate with the Superintendent and district leadership team to make informed decisions.
Collaborate with principals and school staff to make informed decisions.
Lead district initiatives, collaborating across departments and functional areas that support adoption and implementation of technology.
Create and support cross-functional teams for needs assessments, decision-making, technology support, professional development and other aspects of the district technology program.
Manage and direct staff in support of all technology applications and digital learning initiatives to help the district meet goals of the strategic plan.
Develop and coordinate the implementation of high quality professional learning opportunities in support of sound instructional design that includes effective use of digital learning resources.
Supervise or coordinate the skills development of all employees in the operation of technology. Build awareness among employees of available resources and the role of technology in the instructional process.
Develop and coordinate a broad range of technology-based resources, maximizing the availability and use of these resources.
Function as integral member of the Instructional Services leadership team.
Identify and manage funding needs and fiscal resources for the technology department to include: development and expansion of E-Rate, equipment replacement, network and infrastructure upgrades, instructional initiatives, security systems, software, hardware and other legally required instructional systems or programs.
Must be customer-service oriented.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE
Minimum of a Masters Degree in Instructional Technology (holding or eligible to hold 077 licensure), in Administration and Supervision, or in a related technology field. Demonstrated professional experience in a technology leadership role. Demonstrated written and verbal communication skills as well as speaking and presentation skills. CeCTO (Certified Educational Chief Technology Officer), CETL (Certified Education Technology Leader), and ISTE certification are desired and may be required to be attained. Completion of the NCDPI New CTO Clinic may be required.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements:
Must be physically able to sit, stand, walk and drive a car. Must be able to lift mail and boxes up to 10 lbs. Must be able to sit at a computer for extended periods of time.
Interpersonal Communication:
Requires the ability to speak and/or signal to people to convey or exchange information. Includes giving instructions, assignments or directions to parents, students, and staff.
Reasoning Ability:
Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral or diagrammatic form.
Verbal Aptitude:
Requires the ability to record and deliver information, to explain procedures, to follow written and oral instructions. Must be able to communicate effectively and efficiently in standard English.
Numerical Aptitude:
Requires the ability to utilize mathematical formulas; to add, subtract, multiply and divide.
Motor Coordination:
Requires the ability to coordinate the eyes and hands to use a keyboard.
Manual Dexterity:
Requires the ability to handle a variety of audiovisual equipment and office machines. Must have minimal levels of eye/hand/foot coordination.
Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.
Physical Communication:
Requires the ability to talk, see, and hear.
