1897MUST BE US CITIZEN OR 5-YEAR PERMANENT US RESIDENTProject Overview:The NOAA Fisheries National Permits System (NPS) provides a common front door to a large variety of commercial and recreational fishing permits issued by the National Marine Fisheries Services. The NPS consists of two web components; a public web site that enables users to apply for new fishing permits, renew existing permits, pay for permits through pay.gov, and receive the new electronic permits. A private back-end web site is used by internal NOAA Fisheries personnel to administer the permits, reconcile payments and issue payment refunds, and generate ad-hoc and canned permitting reports. This effort is to migrate and modernize eleven Pacific Islands permits from a legacy Filemaker database into the NPS. The effort will encompass developing these eleven permits in the NPS, migrating the legacy data from Filemaker to Oracle, and developing static reports for these new permits. The NPS application is developed using JSPs and Java Servlets, with an Oracle backend.Primary Responsibilities:Demonstrated proficiency in developing scalable and maintainable J2EE applications within an Oracle 19c web, application, and database tier.Expertise in analyzing, executing, and streamlining DevOps practices. Possess the ability to implement and manage CI/CD (Continuous Integration / Continuous Delivery) pipeline using tools such as Gitlab, Docker, and Kubernetes.Must possess a strong understanding and experience leading development efforts through the entire software development lifecycle (SDLC).Experience in establishing and enforcing development standards and best practices.Ability to develop new and/or modify technical and application architecture for new or existing applications.Ability to lead project development efforts and mentor other developers of varying skill levels.Provide support and/or guidance to the entire project team during the design, development, and testing phases.Strong written and verbal communication skills.Ability to develop application data models and work with existing complex data models and object relational database mappings.Strong experience utilizing relational databases (Oracle 19) along with Structured Query Language (SQL) to create and/or maintain queries, routines, and stored procedures.Development of application prototypes; development and maintenance of application scripts; troubleshooting and resolving technical problems; and adhering to application IT security requirements/tasks.Ability to troubleshoot application and/or database performance tuning issues as needed.Develops and/or updates all documentation for new projects and/or any existing projects in an operations & maintenance phase.Trained in developing reports utilizing Cognos Business Intelligence software.Previous experience with developing customized J2EE workflow applications, data entry applications, law related business applications, and some level of GIS expertise preferred.Desired Skills & Qualifications:Full stack developer who understands creating data tables too.Required Education/Experience:Bachelor's DegreeBenefits:
