DHS operates as an integrated health system, operating 25 health centers and four (4) acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 600,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.9 billion.Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.THE MISSION:To advance the health of our patients and our communities by providing extraordinary care.DEFINITION:Under general supervision, leads the development and application of methods to identify, collect, process, organize, and analyze structured and unstructured data using advanced statistical prediction, inference, and optimization; effectively communicates results to County, departmental, and divisional decision makers and provides ongoing support to strengthen data-driven program design and management.MINIMUM REQUIREMENTS:
Option I: Two (2) years of experience carrying out complex data science projects that included independently developing and applying methods to identify, collect, process, structure, and analyze data using statistical prediction, inference, and optimization to support data-driven program design and management, at a level equivalent to the Los Angeles County class of Data Scientist.
Option II: A Bachelor’s degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis -AND- Six (6) years of experience, applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making of which two years must have been in a lead capacity. A Master’s or Doctoral degree from an accredited college or university in a field of applied research such Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health may substitute for up to two (2) years of experience.DESIRABLE QUALIFICATIONS:Credit will be given to applicants who possess the following desirable qualifications:
Additional experience in option I in excess of the Minimum Requirements.Additional experience in option II in excess of two (2) years of experience in a lead capacity, applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making.LICENSE:A valid California Class C Driver License or the ability to utilize alternative method of transportation when needed to carry out job-related essential functions.PHYSICAL CLASS:Physical Class II – Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting.
