Job Description:Scope:
Institution wide oversight of HR functions for total rewards (non-faculty), workforce analytics, HR shared services, benefits, and records management.
Function:
Provides leadership and oversight for operations in HR centers of expertise including: Compensation, Workforce Solutions and Analytics, Benefits, and Human Resources Shared Services. Consults with all levels of leadership on matters related to compensation, benefits, analytics, HR systems, customer relationship management and transaction support, and records management. Develops and oversees plans and programs to create a competitive market position, HR alignment with business objectives, and an institutional culture that attracts, retains and motivates top talent in the industry.
Essential Job Functions:
Strategic Planning: Translates institutional strategic plans and annual goals into HR operational plans and priorities, specifically in Compensation, HRIS, Benefits, and Analytics.
Leadership Contribution: Serves as a key contributor to executive leadership by staying current on trends in industry compensation, human capital, and workforce management business intelligence, continuous improvement methodologies, and customer relationship management systems; drives innovation and improves customer service through analysis of service profile data, annual goal setting, and revision of service level agreements.
Business Intelligence: Drives the creation of rigorous, fact-based business intelligence reports and dashboards, translating disparate data sources into actionable, real-time workforce metrics to support organizational leadership decision-making and UT System reporting.
HR Planning and Execution: Assists the VP of Human Resources and Chief HR Officer in developing and executing HR plans, providing regular communication updates, and escalating issues as appropriate.
Executive Compensation and Market Analysis: Collaborates with the VP of Human Resources and CHRO to prepare recommendations for the Executive Compensation Committee, including incentive plan amendments, costing, implementation, annual executive compensation surveys, merit recommendations, salary administration, and market reviews for key institutional positions.
Service Level Assurance: Develops, implements, and monitors service level agreements between HR Shared Services and customers; ensures effective, accurate, and efficient data flow through all HR technology and Customer Relationship Management (CRM) systems.
Governance and Committee Representation: Represents HR on the Institutional Support IS Governance Committee and other relevant institutional committees as assigned. Identifies appropriate internal controls for department; provides mechanisms to monitor and correct performance and ensure compliance.
Adheres to internal controls and responsibilities.
Performs related duties as required.

Minimum Qualifications:
Masters Degree in Human Resources, Business Administration, or related field.
Eight (8) years progressive professional level Human Resources experience.
Preferred Qualifications:
Ten (10) years progressive professional level Human Resources experience.
HR experience in a public Academic Medical Center with specific knowledge of Texas Government Code related to compensation and benefits.
Certified Compensation Professional (CCP).
Professional HR Certification (e.g., SPHR).
