Position Overview :ANSER is seeking an Acquisition Analyst to work Biosurveillance Program activities onsite at the Mark Center in Alexandria, VA in direct support of the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) and their oversight responsibilities. The Acquisition Analyst will be part of a team that integrates and coordinates biosurveillance requirements, strategies, and acquisition efforts.

Position Responsibilities :Support the development and update of a biosurveillance strategy and implementation plan that is aligned to the National Biodefense Strategy.Update and oversee an overarching biosurveillance acquisition strategy in support of the ODASD(CBD) Oversight Management Team.Ensure the biosurveillance acquisition strategy is aligned to DoD biosurveillance requirements and strategies.Oversee the development of acquisition plans for biosurveillance efforts and monitor progress against the plans.Coordinate and integrate biosurveillance acquisition efforts within the DoD and with interagency partners.Develop biosurveillance-related products, including briefings, talking points, situational awareness notes, and read-aheads, in support of the Biodefense Council.Required Qualifications :Possess an active Secret security clearance.Bachelor's degree in a related discipline.10+ years of relevant work experience.Strong acquisition experience and an understanding of DoD acquisition decision-making processes.Strong understanding of the planning, programming, budgeting, and execution cycle.Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management and/or Practitioner certification in Engineering and Technical Management.Experience working as an action officer within the DoD.Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.Ability to lead disparate teams and build coalitions within a community of interest.Ability to travel to meetings in the National Capitol Region.Desired Qualifications (NOT REQUIRED) :Possess an active Top Secret/SCI security clearance.Project Management Professional (PMP) certification.Work experience in chemical and biological defense.
