Summary: The Director oversees the financial and operational functions planning/direction of the CHS operational budget and strategic initiatives, updates all relevant business plans, and ensures synergy with university operational budgets/strategies. This role collectively comprises the revenue management and expense functions within CHS. The Director serves as a liaison to University Finance, Research, and other organizational partners on matters related to CHS finance and operations. The individual exemplifies the Rush mission, vision, and values and acts in accordance with Rush policies and procedures.

Responsibilities:

Responsible for the strategic and long-term business plans. Develops and executes strategies that have significant impact on the CHS financial performance and financial plan.

Collaborates with CHS leadership to review financial feasibility and provide pro forma proposals to evaluate initiatives.

Oversees and supervises administrative staff, and manages all operational functions ranging from human resources, contract management, to research.

Manages implementation, direction, and policy development of finance areas (revenue/expense management), billing, grants/contracts, and academic appointment processing and effort allocations.

Oversees CHS’s financial accounting, monitoring, and reporting systems. Produces accurate monthly financial reports to the CHS Chairs and Program Directors, including but not limited to General ledger detail, payroll/salary detail and student accrual detail for tuition revenue purposes.

Identifies and resolves discrepancies or variations in the financial reports.

Oversees the overarching grant financial reporting as well as the spend of grant funds ensuring budget management and deficit prevention.

Oversees the labor allocation including labor cost transfers for all CHS staff and faculty.

Develops and maintains relationships with Financial Aid, Financial Affairs, Fund Accounting, Accounts Payable, the Provost’s Office leadership team, Information Systems and as needed the Registrar’s Office.

Develops and maintains effective working relationships with peers both internal and external to the College of Health Sciences.

Provides and interprets financial information for senior CHS leadership/reports regularly.

Collaborates with Chief Financial Business Officer of the University on financial matters.

Collaborates with the Academic Affairs team to disseminate student data to faculty and senior leadership as needed.

Responsible for coordinating and facilitating the scholarship process between CHS Chairs, Program Directors and Financial Aid.

Oversees CHS administrative staff to ensure cohesiveness and collaboration across programs.

Manages all Human Resource functions from hiring, compensation, and position management in accordance with the appropriate HR offices.

Manages all data-related functions for the College, and where appropriate the creation of CHS specific data management systems.

Manages CHS Research portfolio and post-award needs including financial reporting, staff management, award negotiation and delegation of these tasks as appropriate to research team.

Collaborates with the Association Dean of Research to ensure execution of strategic goals and vision for CHS Research.

Responsible for the fiscal management of all CHS scholarship dollars in conjunction with the Office of Student Financial Aid.

Leads the CHS Student Scholarship Committee and advances goals of the committee in alignment with CHS programmatic needs and student interests.

Required Job Qualifications:

Bachelor’s degree required.

Five years of progressive finance experience.

Two years of management experience.

Excellent verbal and communication skills.

Excellent working knowledge and experience with MS Office (Excel, Word, PowerPoint, Access).

Strong time management and organizational skills.

Strong problem solving and financial analytical skills.

Ability to interact professionally with all levels of employees.

Improves technical skills through professional development efforts.

Timeliness and accountability.

Knowledge of data extraction and reporting.

Preferred Job Qualifications:

Master’s degree in business related field.

Experience in a university setting.
