The Office of the Chief Security Officer (OCSO) for the Architect of the Capitol (AOC) is responsible for the maintenance, care and operation of the buildings, grounds, and physical security enhancements of the U.S. Capitol Police, campus-wide physical security infrastructure and an off-site campus supporting all legislative branch agencies. OCSO also manages the agency’s internal security programs and policies, including personnel suitability and badging and liaises with other partners regarding security matters. The Security Specialist III assists with the overall management and operations of the AOC Security Program. Major Duties:
Act as a liaison and coordinate with various Legislative Branch Organizations on security matters. Assist program officials with developing written procedures compliant to established policies. Develop, review, and revise general security policies and procedures. Assist in developing, implementing, and enforcing SCIF security policies and procedures. Provide routine management for a SCIF and classified information security program. Conduct security briefings and training sessions for personnel accessing classified information, OPSEC and general security awareness training. Participate in security audits and inspections, identifying vulnerabilities and recommending corrective actions. Assist in incident response and reporting, including investigating security breaches. Provide support and guidance to security staff and other personnel on security-related matters. Stay updated on changes in security regulations and best practices, advising the organization accordingly. Assist with other security duties as assigned. Professional Qualifications/Skills:
Must have a current Top Secret personnel security clearance and the ability to maintain such clearance throughout the life of the contract. Minimum of six (6), preferably eight (8), years of relevant multi-disciplined security experience to include but not limited to physical security, SCIF, secure room management, information security and policy development. Excellent verbal and written communication skills and attention to detail. Proficient in Microsoft Office Suite products. Can conform to shifting priorities, demands, and timelines. Ability to discuss technical issues with non-technical, executive-level government officials. Other Requirements:
May be required to move equipment/files weighing up to 50 pounds. Requires ability to consistently perform repetitive tasks including filing and scanning. May require sedentary work at least 50% of the time. Reports to a physical location which occasionally requires the ability to traverse between buildings. Ability to manage stress with a high degree of maturity/professionalism. Demonstrated critical thinking and leadership skills and the ability to work well with others. Effective verbal and written communication skills. Other duties as assigned. The anticipated compensation range for this position is $84,700-$142,100. Multiple considerations are taken into account when determining the final salary/hour rate, including but not limited to, Contract Wage Determination, education and certifications, relevant work experience, related skills and competencies, as well as Federal Government Contract Labor categories.
