Operations General Manager

Plan, direct, and oversee the strategic planning, operational excellence, project service delivery, and financial performance for the portfolio line of business. Duties and responsibilities include developing and implementing a strategic growth plan in accordance to CFED financial goals contract vehicles, recompetes, and business development opportunities. Provides leadership to the division to include setting goals and performance standards, initiating training plans, and drives a strong culture throughout the department.

Compensation & Benefits:

Estimated Starting Salary Range for

Operations General Manager : $156k to $225k plus annual bonus. Pay commensurate with experience. Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Responsibilities:

Provide direct leadership to Program Directors, Senior Program Managers, and Program Managers. Suggest team member training programs to advance team and create a strong “mission first” culture.

Oversee annual portfolio budget such as revenue, EBITDA, cash, contract and recompete wins, and operational excellence for the division.

Manage project deliverables and control of planned project deliverables, project budget spending, labor efficiency, customer service, and contract requirements, along with human capital utilization.

Review performance against operating plans and standards. Provides reports to subordinates on interpretation of results and approves changes in direction of plans with direct input from Executive GM.

Provide strategic vision on opportunities to enhance portfolio project objectives to grow revenue and operating income.

Collaborate with internal Account Executives to establish account plans for developing existing and future capabilities contract growth on recompute and new business.

Negotiate agreements that support divisional business objectives within contract vehicles for the division.

Define and drive growth by focusing on customer interaction, teaming approach, technical differentiation, pricing, and contracting solution strategies.

Hold monthly meeting schedule with clients and PM and develop strong rapport to understand account for future growth 12-18 months ahead of recompetes and assess requirements.

Responsible for overall client satisfaction by resolving all customer concerns directly or through direct reports with the highest level of importance.

Maintain and enforce appropriate data entry and knowledge exchange within company CRM.

Perform other job-related duties as assigned.

Experience, Education, Skills, Abilities:

Bachelor’s degree in business or other related field, and 10 to 15 years of experience in leading government contracting activities with the federal government, with significant emphasis on the federal contracting space.

Experience in managing large portfolio in the range of $50M-$150M required.

Experience with Salesforce CRM preferred.

Working knowledge of 8(a), HUBZone, and Full & Open Government procurements in the federal space.

Advanced knowledge of key industry customer contacts, decision-makers and both formal and informal decision-making processes.

Advanced knowledge of opportunity identification and pipeline development.

Excellent relationship and business development skills.

Strong contract negotiation and interaction experience with government contracting officials and prime/subcontractors.

Demonstrate a commitment to integrity and accountability and the ability to make decisions guided by high ethical standards and in compliance with law and policy.

Excellent organization, planning, public speaking, and communication skills.

Ability to develop and implement tactical and strategic plans, goals, and objectives.

Experience in the preparation, negotiation, and administration of various types of agreements including contracts, subcontracts, TAs, and NDAs for Federal Defense & Civilian Agency contracts.

Experience in responding to all forms of Government solicitations (RFP, RFQ and all other forms) and managing all forms of Government contracts (FFP, T&M, CP, IDIQ and other GSA Schedule Vehicles).

Experience with Deltek GCS and Microsoft Office products.

Must pass pre-employment qualifications of Cherokee Federal.
