Position Description
The City of Seattle is seeking a qualified
Senior Management Systems Analyst (Sr. MSA),
responsible for managing and analyzing data to inform and support business decisions within Facility Operations’ line of business, including reports related to budget, spending, WMBE tracking, work order performance, lease payment execution, building occupancy, card key data analysis and tracking.
The selected candidate will join the Asset Planning team, providing support for that team as well as assisting two other senior analysts to provide comprehensive data reporting and systems project management to the division. The analysts are subject matter experts on divisional and City spending practices and the Unifier work order management system. They assist management and executive staff with reporting and data analysis regarding the entire FO portfolio.
Job Responsibilities
Data Analysis:
Analyze complex and varied data sets and data visualization software/tools like Tableau, Power BI and advanced Excel tools to create policy recommendations, improve programming, and develop data-driven recommendations.
Build reporting tools and communication materials from analysis (PowerPoint, written reports, Power BI visualizations, Excel, etc.) that are easily understood for a broad range of stakeholders. Collaborate with stakeholders to make sure results are communicated accurately.
Prepares and provides income and expenditure analysis, including status, variances, trends, and projections reports to management to enable financial and budgetary monitoring and control.
Data Visualization/Communication:
Work with technical experts, executives, and program managers to review, analyze, and present data in a meaningful and consumable way to inform decision making.
Develop and tailor dashboards to equitably display environmental metrics, operations productivity/performance and communicate analysis or findings at all levels of the organization.
Manage short- and long-term data projects that require data gathering, analysis and implementation. Document processes, develop guidelines, and create training materials to support the department.
Supports management information and reporting requirements by maintaining current reports, designing new reports, and writing of ad-hoc reports as required.
Provides technical assistance to management in preparing budgets, proposals and contracts; and interpreting and applying budget and financial guidelines.
Directs the work of subordinate staff when applicable; performs all duties of a Management Systems Analyst.
Qualifications
Minimum Qualifications
:Requires three years of experience in systems, operations, procedures, research or analysis and a bachelor’s degree in business or business analytics, finance, computer science, mathematics, or a related field (or a combination of education, training or experience that provides an equivalent background required to perform the work of the class).
(Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.)
The most successful candidates will possess the following:
Postgraduate degree in analytics, computer science, mathematics, or finance.
Experience in facilities, property management, and/or real estate.
Experience with a work order, project management, or billing system.
High understanding and use of Excel, Power BI, and/or Unifier.
Excellent oral and written communications skills; ability to work closely with employees at all levels; ability to present complex material to varied audiences.
Strong analytical skills, and the ability to create forecasting reports for budget planning.
Demonstrated ability to manage complex projects involving multiple stakeholders with competing interests.
Ability to communicate technical ideas—verbally and in writing—to non-technical and/or non-subject matter experts. Ability to work independently in addition to thriving in team-based settings.
Excellent organizational skills.
Excellent customer service skills; and the ability to work under pressure on multiple, complex projects simultaneously; ability to shift work priorities quickly.
Work EnvironmentThis position requires a minimum of three days per week of onsite work. Overtime work may be required based on business needs. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.
Additional Information
This position is classified as a Management Systems Analyst, Senior, Sr. It is Civil Service represented, FLSA non-exempt and is eligible for overtime. The full range for this step-progression position is $52.20 - $60.83 per hour.
