and we are proud of the work culture and industry relationships we've developed.POSITION SUMMARY:The Chief Estimator plans, coordinates, and directs all estimating and pre-construction functions within the company. This position is responsible for the success of the Estimating Department including developing and implementing all department standards and procedures and reviewing all final estimate packages to ensure accuracy and completeness.ESSENTIAL DUTIES AND RESPONSIBILITIES:Build effective relationships with customers, engineers, subcontractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customer’s expectations.Provide mentoring, training, technical and administrative direction to estimating team.Assign and coordinate scope of work with estimating staff for each project.Conduct and review all final estimate packages to ensure accuracy and completeness prior to formal quotation including reviewing project plans, specifications, estimating scopes and pricing prepared by estimating staff.Attend Pre-Bid Meetings and site visits.Ensure the flow of project information is maintained and documented per standards and procedures.Maintain and communicate data on construction and material cost trends.Prepare and review conceptual estimates on projects using experience, historical data, and parametric estimating ratios.Participate in interviews and interview preparation for negotiated bids.Attend industry events and represent DCS to the industry in a professional capacity.Assess risk and adjust prices accordingly.Develop and maintain relationships within the construction community.Maintain and update the estimating software.Develop internal budgets and ensure project profitability.Perform additional assignments as directed.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:Must have thorough knowledge and understanding of self-performing underground wet utilities, concrete, grading, and paving.Must have thorough knowledge and understanding of all civil construction for subcontracted trades including landscape, streetlights, traffic signals, dry utilities, jack and bore.Strong understanding of the heavy civil construction industry as a self-performing general contractor.Demonstrated ability to effectively manage and lead a team.Strong team-based character, innovation, and motivation to win.Demonstrated ability to manage multiple projects efficiently, be detail-oriented, and have sound mathematical knowledge and good numeracy skills.Strong written and verbal communication skills to disseminate information effectively.Strong organizational and self-management skills.Ability to build trust and influence others internally and externally.Demonstrates behaviors consistent with DCS’s core values.Strong knowledge of objectives that impact estimation, market strategies, techniques, and contracts.Proficient computer skills to use the necessary software programs in preconstruction with particular emphasis on estimating software (e.g., Excel, Timberline, On-Screen Takeoff (OST), HCSS Heavy Bid, Hard Dollar, and Bluebeam).REQUIRED EDUCATION AND EXPERIENCE:Bachelor’s degree in Civil Engineering, Construction Management, or equivalent business experience.10+ years of progressively responsible hands-on experience in the heavy civil construction industry with a self-performing general contractor.Management/supervisory experience in a lead or manager estimator role.Experience in heavy civil construction to include underground wet utilities, grading, paving, and concrete.Experience and comprehension of the qualification-based proposal process; CMAR, JOC, Low bid public market, Design/Build, RFP, RFQ, and SOQ processes.Experience working with arterial roadway/utility construction, Private Residential developments, and Commercial developments.We do E-Verify, Background Checks, and Drug Screenings.DCS Contracting, Inc. offers a
