SUNY Ulster County Community College, a two-year branch of the State University of New York located ninety miles north of New York City in the Catskill Mountains, is currently accepting applications for a Dean of Operations.The Dean of Operations, under the supervision of the Vice President for Administration and Finance, will assist in the development of policies and procedures related to operational functions of the College including capital project planning and public safety operations. This position will be part of a team involved in the development, implementation, and monitoring of the College’s annual budget and will provide assistance and oversight to various departments under the direction of the Vice President for Administration and Finance; and additional project-based initiatives for the division. In the absence of the Vice President for Administration and Finance, the Dean Operations shall assume his/her responsibilities.Duties and Responsibilities:
Assist the Vice President for Administration and Finance in the development, implementation and monitoring of annual departmental budgets.Develop and implement policies and procedures related to Public Safety, Plant Operations, and other operational departments under the supervision of the Vice President for Administration and Finance.Develop the annual Capital Improvement Plan in conjunction with the Vice President for Administration and Finance and the Director of Plant Operations.Manage and oversee capital projects including overall project direction, prioritization, preparation of plans and reports, tracking of progress to scheduled execution, supervision of personnel supporting projects, and communication to internal and external agencies and constituents.Serve as the College’s contract manager, working closely with all necessary departments, including purchasing, insurance and legal.Act as College liaison and provide contract administration for contracts affecting the College such as Food Services, Bookstore, and Auxiliary Services.Direct, supervise, and evaluate the work of department supervisors and staff.Oversee and coordinate operations between the main campus and Extension Centers.Assist with the coordination of the College’s compliance with federal and state laws concerning gender-based discrimination, sexual harassment, sexual assault, intimate partner violence, and stalking, including Title IX and Clery Act.Work collaboratively with various offices and departments, students, faculty, and staff to ensure informed and consistent communication around policy implementation.Ability to increase efficiency, reduce costs, and work cooperatively and responsively with all segments of the College, and community at large.Complete administrative and fiscal projects and analysis as assigned.Serve as fiscal and administrative liaison to various committees and outside entities including the county legislature as assigned.Attend College Board of Trustee meetings and County meetings and make appropriate presentations as necessary.Participate in long range and strategic planning.Other duties as may be assigned.Minimum Qualifications:
Bachelor’s Degree.Five years of experience overseeing management and planning in facilities, contracts and procurement, finance or related field.Demonstrated ability to lead and manage a wide variety of responsibilities in multiple functional areas in a fast paced, dynamic organization.Strong organizational skills and must be able to prioritize multiple and often competing demands under deadline pressure.Ability to develop operating procedures with sound internal controls.And
A commitment to community college goals and objectives of providing quality programs and services for culturally, socio-economically, ethnically, and academically diverse students and students with disabilities; personal qualities to work effectively and with sensitivity in a multicultural environment; awareness of and commitment to the needs of non-traditional and/or re-entry students with diverse abilities and interests.Preferred Qualifications
Master’s Degree in Public Administration or related field.Experience in governmental operations or higher education administration.Experience in financial management, including budgeting, and capital project development.Experience reviewing and managing contracts.Experience working with DASNY.Experience in County processes and procedures.Salary:
An initial starting salary of $93,400 will be commensurate with education, training, and experience per academic year with an excellent benefits package. This position is contingent upon adequate funding.Additional Information:
