Position Overview:

The purpose of this classification is to plan, direct, coordinate, and supervise all activities and functions of the Effingham County Recreation Department, including preparing the annual budget and supervising all expenditures of the department.

Principal Duties and Responsibilities (Essential Functions):

Directs, plans, coordinates, and supervises activities.

Develops and enforces departmental policies and procedures; establishes guidelines and work criteria for department.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; establishes work schedules; interviews and hires personnel; recruits volunteers.

Prepares annual departmental budget; verifies all expenditures within the department.

Promotes good public relations with the community; advertises and promotes recreational activities.

Coordinates work efforts with associates, boards, civic groups, County Administrator, and Commissioners; coordinates work and carries out assignments of the Recreation Advisory Board.

Ensures that all facilities are safe and well kept; ensures the safe operation of equipment.

Supervises maintenance plans for facilities.

Identifies and obtains new areas of funding.

Attends meetings and athletic competitions.

Supervises team drafts to ensure equality; supervises sports camps and coaches' clinics; supervises the operation of concessions.

Motivates and ensures proper training of subordinate employees and volunteers.

Meets with County Administrator and Commissioners to discuss needs and resolve problems; identifies and solves problems before they get escalated.

Maintains appropriate inventory and issues equipment when needed.

Meets with coaches and participants to see how programs can be improved.

Establishes continuity between the G.H.S.A. manual and local rules.

Approves all G.R.P.A. district/state rosters.

Maintains volunteers’ code of conduct.

Prepares or completes various forms, reports, correspondence, or other documents.

Receives various forms, reports, correspondence, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, or other software programs.

Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Regular and routine attendance at work is required.

ADDITIONAL FUNCTIONS:

Leads recreational activities; works in concession stands; referees games.

Distributes flyers.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in public or commercial recreation, or closely related field; supplemented by three (3) years previous experience and/or training that includes working in athletics and parks and recreation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
