Jefferson Consulting Group is seeking a Mid-Level Acquisition & Assistance (A&A) Specialist to support USAID/Zambia. This role will be remote.The consultant will provide contract closeout activity support to the USAID/Zambia Office of Acquisition & Assistance (OAA). The consultant will be responsible for managing the closeout process for a wide range of USAID contracts, including but not limited to cost-reimbursement, fixed-price, time-and-materials, and labor-hour contracts. This role is critical to ensuring the efficient and compliant closure of contracts, minimizing risks, and supporting the agency's mission.Responsibilities
Serve as the primary point of contact for contract closeout matters, responding to inquiries from contractors, government officials, and other stakeholders.Review and analyze contract terms and conditions to determine closeout requirements.Monitor contract performance and ensure all deliverables are completed and accepted by the government.Coordinate with contracting officers and other stakeholders to facilitate the closeout process.Perform detailed financial analysis to reconcile contract funding, expenditures, and payments.Draft contract closeout modifications and route modifications for approval through the USAID GLAAS system.Prepare and submit all required closeout documentation, including contract closeout checklists, final reports, property disposition records, and contractor release of claims.Ensure compliance with the FAR, agency policies, and other applicable regulations throughout the closeout process.Maintain accurate records of all closeout activities and documentation for audit purposes.Required Knowledge, Skills, Education and/or Experience:
A minimum of 6 years of professional experience in acquisition and assistance, procurement, or finance specific to international development.Advanced knowledge of contract closeout procedures at USAID.Extensive, hands-on experience with USAID OAA operations.Full understanding of the USG and USAID laws, regulations, policies, and procedures governing each type of A&A mechanism.Experience working in complex, dynamic, multi-faceted, fast-paced environments.Must possess a minimum of a Bachelor's degree in a relevant field.About Us
