Job Title:

Director of Elementary Education (Literacy)

Reports To:

POSITION SUMMARY:

The Director of Elementary Education (Literacy) provides administrative leadership for the maintenance and development of effective elementary school programs and practices, particularly around literacy. Primary responsibilities are for elementary curriculum development and renewal, improvement of instruction, staff development, and district-wide assessment in accordance with State and Federal regulations. This position plays a crucial role in enhancing literacy skills, fostering a love for reading, and ensuring that every student has the opportunity to succeed.

ESSENTIAL REQUIREMENTS:

Holds an administrative license from the Teacher Standards and Practices Commission (TSPC) in the state of Oregon

Experience in elementary literacy instruction and intervention

Strong communication and collaboration skills

Experience raising student achievement in literacy

PREFERRED EXPERIENCE:

Balanced Literacy (especially guided reading)

Leveled Literacy Intervention (LLI)

Various literacy assessments, including running/reading records

Student data tracking systems

Deep understanding of the Oregon State assessment and alignment to the ELA standards

ESSENTIAL DUTIES AND RESPONSIBILITIES:

District Policies, Board and School Goals:

Interpret and implement District policies and procedures, State and Federal Regulations, and follow all legal requirements regarding curriculum and instruction.

Work to accomplish the District Goals and Objectives as adopted by the Board.

Assume responsibility for maintenance of files according to federal, state, and local requirements.

Curriculum and Assessment:

Assist in the development of the school improvement plans.

Provide leadership for the development of elementary curriculum to set high standards and develop a clearly articulated program between the elementary and secondary schools.

Coordinate the evaluation and selection of elementary textbooks, equipment, and materials as they relate to the instruction program and recommend adoption to the Superintendent.

Communicate and provide information regarding the district’s elementary curriculum and literacy.

Develop and coordinate a comprehensive district-wide elementary literacy program including state-required assessments and present program evaluation and student achievement data.

Provide leadership for evaluating, developing, and maintaining a well-defined elementary educational program (curriculum) which meets the educational needs of students.

Supervise the academic progress of elementary students with a focus on literacy.

Provide leadership and direction to building committees for the development of courses of study, modifications, and reorganization related to the district elementary curriculum.

Provide direction and coordination for the provision of elementary programs and services for students needing intervention or enrichment opportunities.

Consult and serve as a resource to special services staff and administration regarding compliance, procedures, and instructional strategies.

Professional Development:

Guide the development, implementation, coordination, and evaluation of in-service training programs.

Collaborate with school administrators to provide instructional leadership and monitor the development and implementation of professional development plans.

Collaborate with district leaders on the development, implementation, and evaluation of districtwide staff development.

Additional Duties and Responsibilities:

Assist in the development and oversight of the budget pertaining to elementary curriculum, instruction, and materials adoption.

Supervise and evaluate the performance of assigned personnel.

Coordinate, monitor, and evaluate district strategic initiatives.

Establish open lines of communication with administrators and staff as directed by the superintendent.

Maintain professional relationships with the staff and the community.

Assume responsibility for his/her own professional growth and development.

Fulfill other related duties as assigned.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree in Education, Master’s Degree as a School Administrator;

Holds a TSPC Teaching License with 3 years successful teaching experience;

Holds a TSPC Administrator Endorsement with 2 years successful administrator experience preferred;

Knowledge of current concepts, methods, and procedures for curriculum development and implementation;

Knowledge of laws, rules, policies, and trends regarding instruction;

Knowledge of techniques in evaluation and assessment of learning and human development;

Knowledge of behavior management and communication techniques;

Knowledge of computer technology and other equipment used in the workplace;

Minimum of two (2) years principal experience at K-12 level;

Minimum of two (2) years teaching experience at the elementary/middle school level;

Minimum of one (1) year building level administrative experience or other training and experience acceptable to the Board and Superintendent.

Skills and Abilities: Possess the physical ability to regularly attend work and fulfill the essential functions of the position, with or without reasonable accommodation.

Adhere to the federal requirements of a drug-free workplace;

Hold a valid first aid card;

Perform the duties as required by the Teachers Standards and Practices Commission;

Read, understand, and carry out oral and/or written instructions;

Accurately transfer, record, and convey information, materials, and money;

Communicate clearly and appropriately in speech and in writing.

WORKING CONDITIONS AND PHYSICAL EFFORT:

The Director of Elementary Education (Literacy) works individually and in groups with teachers and administrators. Supervision and instructional responsibilities require the employee to be able to stand for up to 90 consecutive minutes and travel between schools.

The Director may work beyond an eight-hour day and a five-day week to fulfill duties.

The employee is occasionally exposed to wet or humid outdoor weather conditions.

TERMS OF EMPLOYMENT:

Employed at the recommendation of the superintendent and ratified by the School Board. An At-Will employee whose salary is contingent upon the Board adopted Administrator Pay Schedule.

EVALUATION/PERFORMANCE REVIEW:

Evaluated annually by the superintendent.
