Position Description
Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.Our F-35 JPO Program Risk Manager (Senior Program Manager) position is located in Crystal City, Arlington, VA, and serves as a day-to-day coordinator in the overall risk management activities for the F-35 Joint Program Office. Our Program Risk Manager directly supports and is aligned with the F-35 JPO Director of Acquisition and Integration (DA&I) and provides risk management support to F-35 JPO Program Management Offices (PMOs), F-35 JPO Functional organizations and F-35 JPO Directorates and provides analytical, technical and administrative support in Program Risks.This is a Hybrid/Telework position.You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who work closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.In this role, you will:Directly support the JPO Risk Management function for the overall coordination of activities supporting F-35 Program Risk management.Provide recommended changes and updates to the JPO Joint Risk Management Plan, processes, and/or instructions for the F-35 Program.Review and make recommendations concerning the Prime Contractor’s Risk Management Plan (RMP) and instructions to ensure JPO and Contractors’ plans are consistent with OSD’s guidelines and are adequately flowed down to the Contractors sub-contractors to meet the F-35 Program’s objectives.Review and Audit the F-35 Program management databases to ensure they are accurate and up to date.Provide recommended business process to improve standardization of risk data.Be responsible for ensuring adequate configuration control of the F-35 Risk databases.Develop and track overall risks and management metrics as required.Coordinate with F-35 JPO Integrated Product Team (IPT) leads to prepare, review and ensure accuracy of presentation material for the various risk venues (Execution Review Board, Joint Risk Management Board (JRMB), IPT/APD Risk Working Groups, System Engineering Technical Reviews and other venues), as needed.Attend various weekly meetings (DAI weekly meeting, Execution review, Risk Working Groups, Joint Risk Management Boards and other Risk related venues) as required.Generate and distribute risk data to all PMOs/Functionals/Directorates for awareness and update. Ensure risk owners are aware of and concur with contractor risk changes. Where required, ensure that all risk mitigation plans updates and changes are coordinated across all stakeholders (JPO and Contractor).Provide risk management expertise for the identification of risk and the development of appropriate risk mitigation strategies and plans.Provide assistance to program office personnel in obtaining access to Active Risk Manager (ARM) and serve as POC for ARM training and resolution of ARM issues.Qualifications
To be successful in this role, you will have:An active DoD Secret clearance.Master’s Degree in the stated discipline or a Bachelor’s Degree plus 4 years additional work experience related to the labor category functional description.The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including ad hoc meetings may increase to support the needs of the customer.)At least ten (10) years’ experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management; and a minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.At least three (3) years in support of a Major Defense Acquisition Program (MDAP).Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and life cycle management.Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.Subject matter expertise to support F-35 program in delivering the weapons system.Assistance with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications.Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.Knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.The ability to travel 10%.Company Overview
