Distinguishing Features of the Class
Under the supervision of the Assistant City Manager, the Human Resources Director exercises significant independent judgment and initiative to administer and coordinate a comprehensive human resources program with 13 staff, to support the 1750 total employees and 8 collective bargaining units. Responsibilities include advising the Civil Service Commission on HR issues, developing policies, providing Commission support, and ensuring high-level communication. The Director oversees all HR-related activities, ensuring compliance with city, state, and federal regulations, supervises staff, and offers guidance on disciplinary actions. Additionally, the Human Resources Department directs recruitment activities, retention programs, administers civil service exams, manages resources for organizational studies, and advises on civil service rules, aiming to improve the city's HR system's efficiency and effectiveness.

The City of Des Moines' Residency Requirement is in effect for this position. Applicant must be a resident of the City of Des Moines within seven (7) months of the appointment date and maintain residency within the City of Des Moines while employed in this position.
Acceptable Experience and Training
Graduation from an accredited four-year college or university with major course work in public or business administration or human resources management; and
Five years of increasingly responsible administrative or managerial experience in human resources administration or employee relations;
An advanced degree in the above fields may be substituted for no more than one year of the required experience.
Des Moines will consider a combination of education and experience that allows an individual to successfully perform the functions of the position.
Required Special Qualifications
Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
Possession of a valid Iowa Driver’s License or evidence of equivalent mobility.
Reside within the City of Des Moines, Iowa
