POSITION DUTIES
This position performs the full range of financial and operational internal and external audits/inspections/administrative investigations that include finance and compliance, management analysis, economy and efficiency, electronic data processing, and program/operational results. The incumbent will:
Participate in the planning and execution of the full range of in-depth internal and external audits, inspections and investigations, including, but not limited to legislative audit exceptions, fiscal accounting; financial reporting; internal control systems; risk management; performance; capital construction; facilities maintenance; payments, reimbursements, and collections required by statute or contract; procurement contracts for goods and services; Federal and State grant awards; data quality and security of criminal justice information systems (CJIS), automated offender-based information systems (OBSCIS), and other electronic data processing (EDP & FMIS) systems; PREA compliance audits at the Department’s facilities to confirm compliance with federal law; economy and efficiency of budgeted programs and activities; property, equipment, and sensitive inventory.
Collaborate in the evaluation of audit, inspection and investigation results to identify and analyze findings and trends in weaknesses or deficiencies, and make preliminary recommendations for corrective action.
Prepare, review/revise all draft reports, including working papers and supporting documentation prior to final submission, as a quality control measure to determine validity, reliability, adequacy of coverage and adherence to established policy, procedure and standards.
MINIMUM QUALIFICATIONS
Applicants must meet all minimum qualifications and license requirements to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
Education: A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.
Notes:
Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience.
Candidates may substitute one year of professional accounting experience for one year of the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Experience conducting follow-up audits of prior internal or external audits.
Experience conducting Maryland State Government audits.
Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), or Certified Government Auditor Professional (CGAP).
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
