GENERAL DESCRIPTION:Performs advanced senior level managerial work providing direction and guidance in strategic operations and planning for the Licensing Division. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and business functions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.ESSENTIAL JOB FUNCTIONS (EJFs):(30%) Oversees, directs, and implements techniques for evaluating program activities; the identification of areas needing change; recommends initiatives to improve operations and oversees the implementation of changes.Develops, establishes, and evaluates goals and objectives consistent with the agency's strategic plan to meet Legislative Budget Board performance measures.Develops and oversees the implementation of long-range and short-term plans.Develops and implements techniques for evaluating program activities and business processes; and identifies need for changes.Develops and implements techniques for evaluating program activities and business functions within a department or division; and identifies need for program changes.Develops policies, procedures, and guidelines, and monitors compliance. Ensures that statutes, administrative rules, case law, policies, and procedures governing agency actions are applied consistently and fairly.(25%) Oversees and reviews the collection, organization, analysis, and preparation of reports and studies, including management, productivity, and financial reports and provides critical analysis and recommendations.Reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.Monitors performance reports to identify deficiencies and exemplary performance and acts to correct deficiencies and to reward exemplary performance.Provides recommendations for budget expenditures and assists with implementing budgetary adjustments.(25%) Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.Develops and reviews guidelines, procedures, rules, and regulations, and monitors compliance.Develops policies, procedures, and guidelines and monitors compliance.(15%) Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.(5%) Performs other duties as assigned.MINIMUM QUALIFICATIONS:Graduation from an accredited four-year college or university with major course work in public relations, business administration, or a related field. Experience and education may be substituted for one another.ANDSix (6) years of full-time work experience in the management and direction of a licensing program. Experience in establishing and maintaining program goals and objectives.KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; and the principles and practices of public administration and management.Knowledge of, or ability to learn, TABC organizational structures, policies, procedures, rules, and regulations.Skill in establishing plans and setting objectives and goals that support an overall business strategy.Skill in using computers and Microsoft Office software.Skill in handling hostility, conflict, and uncertain situations.Skill in handling multiple tasks and prioritizing.Skill in developing and conducting professional presentations.Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.REGISTRATION, CERTIFICATION OR LICENSURE:Valid driver’s license is required.PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:This position functions in a standard office environment. Must be able to move about the office to access file cabinets and office equipment and be able to move up to 25 pounds. Must be able to communicate and exchange information by phone, computer, in person, and using electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines.
