**Purpose and Scope:**Directs and coordinates traffic activities (to include packing, freight terminal, freight consolidation, shipment planning, and transportation) of KDC by performing the following duties personally or through subordinate supervisors. Must have a completely thorough and detailed knowledge of AWS, SBSS, and DO35.**Essential Responsibilities:****1.** Utilizes knowledge of the physical distribution cycle and automation systems (AWS, SBSS, and DO35) to plan and coordinate division workload; assign and adjust priorities; provide technical advice and policy direction; and to perform supervisory and personnel duties.**2.** Develops methods and procedures transportation of commodities from KDC to customers located worldwide. Transportation conveyances may include premium service, less-than-truck load, truck load, military or commercial air, or ocean-going vessel.**3.** Determines most efficient and economical routing and mode of transportation.**4.** Directs scheduling of shipments and notifies concerned customers of arrival dates for critical items.**5.** Initiates investigations into causes of damages or shortages in consignments or overcharges for freight or insurance.**6.** Conducts studies in areas of packaging and loading of commodities and evaluates existing procedures and standards.**7.** Initiates changes designed to improve control and efficiency of traffic department.**8.** Negotiates contracts for leasing of transportation freight rates, equipment or property.**9.** Assists in preparing department budget.**10.** Manages two subordinate supervisors who supervise a total of 44 employees in the Packing && Freight Terminal Department and Shipment Planning Department. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises three non-supervisory employees to include the Emergency Support Operations Center. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Perform all other position related duties as assigned or requested.**Minimum Position Knowledge, Skills, and Abilities Required:**This position requires a thorough knowledge of the principles, practices, and techniques of the entire physical distribution cycle and automation systems (AWS, SBSS, and DO35). Master's degree (M. A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience. Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management. Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.**Work Environment, Physical Demands, and Mental Demands:**While performing the duties of this job, the employee is frequently required to stand, walk, sit, and talk or hear. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, toxic or caustic chemicals, outside weather conditions, explosives, and risk of radiation.
