Description
The Duluth Transit Authority (DTA) is an award-winning transit agency that provides safe, convenient, and affordable public transit service (fixed route and paratransit) within the Twin Ports of Duluth, MN and Superior, WI and surrounding areas. We transport just under 3 million passengers annually by way of our 75+ bus fleet and we employ approximately 180 team members.
We are looking for a proven procurement manager who possesses relevant procurement and contracts management knowledge and experience. The ideal candidate also brings outstanding communication skills to be utilized in effectively interacting with all organizational stakeholders, including the DTA's public Board of Directors and senior leadership team. This is not a remote or work from home position.
Job Purpose:
The procurement manager will procure goods and services on behalf of the DTA following established policies, procedures and regulations, and manage and oversee the development, negotiation, and execution of procurement contracts to ensure legal and organizational compliance while also protecting the organization's interests.
Duties and Responsibilities:
a)
Manages the procurement of goods and services for the DTA in accordance with federal and state laws as well as DTA Procurement Policies.
b)
Makes recommendations on policies and procedures as needed to ensure the success and compliance of all procurement related activities.
c)
Provides procurement research, guidance, direction, and presents available procurement options to DTA staff. Incorporates the best practices and market research into procurements to ensure that the DTA obtains the best possible price.
d)
Identifies suppliers that satisfy the DTA's contracting and purchasing requirements.
e)
Prepares solicitation documents and offers using various forms of advertisement.
f)
Prepares preliminary determination of responsiveness and responsibility including audit of various financial documents. Performs price/cost analysis and resolves discrepancies in material price, over/under shipments and erroneous freight charges with contractor personnel in accordance with solicitation requirements.
g)
Ensures guidelines and goals are followed regarding participation by disadvantage business enterprises (DBE).
h)
Assures suppliers deliver materials and services in accordance with standards of price, time, quantity and quality agreed upon.
i)
Maintains communications with vendors and sources of supplies, advises management of market conditions affecting commodities purchased by the DTA, as well as opportunities for cost-saving purchases.
j)
Arranges for the disposal of surplus property.
k)
Maintains and edits standard forms used in the bid/RFP specifications.
l)
Coordinates and facilitates pre- and post-award conferences with interested contractors and DTA technical personnel. Administers pre and post award protests and prepares recommendations for concurrence with Director of Finance.
m)
Coordinates formal bids, including RFP's, IFB's, RFQ's, etc. by reviewing specifications, schematics, etc. and maintains files.
n)
Reviews requisitions and purchase orders (PO's) to ensure proper account coding, delineating capital or operating expenditures as well as grant shares. Monitors open PO's and contracts for compliance with delivery schedules, performance and other terms. Closes out issued or delegated purchase orders and contracts.
o)
Works with external stakeholders such as City Attorney, auditors and oversight entities.
p)
Prepares a variety of routine and complex progress reports to assist management in making procurement related decisions; assist finance director with federal financial reports associated with procurements.
q)
Evaluate procurement processes and procedures and make recommendations to improve or efficiency and cost-effectiveness.
r)
Ensure compliance with FTA Third Party Contracting regulations.
s)
Ensure compliance with local and state bid laws and regulations.
t)
Attends meetings, conferences, seminars, training and other technical programs to stay abreast of changes in the procurement field and applicable regulations.
u)
Maintains high degree of integrity, avoids conflicts of interest and fully complies with DTA Code of Conduct Policy.
v)
May serve as a DTA representative on committees/commissions, may attend and present at monthly board meetings.
w)
Responsible for oversight of all local, state and federal contracts, MOU's and other agreements as necessary.
x)
Interprets and develops terms and conditions, policies, contracts and legal statues.
y)
May oversee the Disadvantaged Business Enterprise (DBE) Program and acts as the DBE Program Manager.
z)
May act as the coordinator of the FTA Triennial audit working with internal and external stakeholders to ensure compliancy responsibilities.

Requirements

A Bachelor's degree (B.A. or B.S) from a four-year college or university. Procurement, public administration, business or law preferred.
b)
Minimum of ten years experience in areas of procurement, funding, business, contracts, grants, transit or related field preferred.
c)
Working knowledge of procurement and contracting following state and federal guidelines preferred.
d)
Exceptional written and oral communication skills
e)
Strong analytical and problem-solving skills, in addition to being highly motivated and organized.
f)
High level proficiency with Microsoft Office Suite, scheduling tools and video conferencing.
g)
High level of attention to detail and time-management skills.
