SUMMARY:

Under general supervision, provides project management and administrative support to the Development, Design and Construction teams in support of development projects. The project expeditor is a staff assistant, working with the functional manager(s) and engineering team leaders (Development/Permits, Construction, and Design). The project expeditors do not have the authority to make, execute or enforce decisions, but they may contribute some input. They also coordinate communication between the stakeholders of the project, include the functional manager(s) and the various independent departments involved with it.

Project Expeditors will maintain effective working relationships with BJWSA employees, BJWSA Development, Design and Construction team members, developer representatives, consulting engineers, community members, and appropriate others in support of assigned duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:Provides technical and administrative support to the Development, Design & Construction teams, including scheduling assistance, preparation of correspondence, reports, and other such documents.Consults with customers that are seeking to obtain infrastructure permits. Project Expeditor will seek to understand customer project needs and guide them through all BJWSA processes from beginning to end in accordance with local, state and federal requirements. Duties will include being the primary point of contact for development projects from beginning to end, advising customers of needs and deadlines, updating tracking databases, communicating our policies and procedures, following-up with customers to resolve concerns, and related communication duties.Duties include processing and administrative setups of new customers, new projects, submittals, responses, close-out and each step of the processes described within the latest version of the BJWSA Development Policy and Procedures Manual.Provides administrative and limited technical coordination in support of the Development and Construction divisions. This includes a role related to updating and maintaining external department communication tools, including our new external permits dashboard.Communicates with others to maximize the effectiveness and efficiency of interdepartmental operations and activities, contractors, and engineers.Assists in the coordination of Development, Design and Construction team meetings, responsibilities may include agendas, packet materials and notes for such meetings.Prepares reports, meeting minutes, notes, and distributes agendas related to Development, Design and Construction activities.Ensures standards and procedures for departmental functions are being followed, such as transcribing or preparing letters, meeting minutes, reports, statements, memoranda, notices, resolutions, budgets, and tables in accepted format utilizing correct grammar and spelling and maintaining confidentiality as required.Follows standards and procedures for preparing letters, meeting minutes, reports, statements, notices, certificates, and other such related documentation, in accepted format utilizing correct grammar and spelling.Maintains confidentiality in department/division matters as required.Performs other duties as required within the scope of responsibility.

EDUCATION and/or EXPERIENCE:

Requires an associate degree or higher level of education. Requires administrative proficiency with computers and applications including experience with spreadsheets, email, documents, and database management. Minimum of 2-year experience with related functions. Requires working knowledge related to engineering, construction, or permitting. Successful candidates will demonstrate progressive skills development related to project management, marketing or communications with a strong skillset related to critical thinking and administrative duties.

Required knowledge, skills, and abilities includes all Microsoft office software products (i.e. Word, Excel, PowerPoint, etc.). Preference for ArcGIS skills related to dashboard setup and maintenance; familiarity with development and construction documents and forms.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid driver's license.

Must have the ability to comprehend and interpret received information.

Verbal Aptitude : Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.

Numerical Aptitude : Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.

Form/Spatial Aptitude : Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination : Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.

Manual Dexterity : Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination.

Color Discrimination : Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament : Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing in uncomfortable physical conditions and under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree and to tension as a regular, consistent part of the job.
