Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. This title includes a traineeship opportunity and applicants will be appointed to the appropriate level based on their experience and education.*Auditor 1 levels based on required experienced and education:• Auditor Trainee 1 (equated to SG-14): bachelor's degree in accounting, auditing, or taxation OR bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.• Auditor Trainee 2 (equated to SG-16): bachelor's degree in accounting, auditing, or taxation OR bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of required experience.• Auditor 1, SG-18: bachelor's degree in accounting, auditing, or taxation OR bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of required experience.Required experience: professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. Substitutions:Master's and higher-level degrees in accounting, auditing, or taxation will substitute for one year of required experience. Current valid Certified Public Accountant (CPA) license and registration issued by New York State will substitute for one year of required experience.Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as an Auditor 1 and are interested in reassignment; OR current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position at SG-12 or above and eligible for transfer under section 70.1, or 70.4 of the Civil Service Law. Candidates with current standing on the Professional Career Opportunity (PCO) eligible list with the score of 100 or above are encouraged to apply. Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as an Auditor 1, SG-18. NOTE: Courses such as business law, economics, statistics, and most finance courses although completed as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. Transcripts will be required for appointment. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Duties Description The incumbent will report to the Office of Administration and Finance’s Grants Program Administration Unit and support the Fiscal Monitoring Unit. They will be responsible for the fiscal monitoring of grantees receiving federal and state funded grant contracts throughout New York State, including counties, other local jurisdictions, and not-for-profit organizations. Duties include but are not limited to: • Develop and administer a fiscal monitoring program that provides a reasonable assurance that grant funds are compliant with federal and state financial management requirements.• Ensure grantee compliance with 2 CFR Part 200 Subpart F –Audit Requirements. Obtain and review Single Audit Reports as required.• Track Single Audit Report findings and fiscal monitoring issues of grantees to identify trends and address problem areas.• Identify and provide technical assistance to grantees.• Ensure corrective action from previous fiscal monitoring reports, audits, or from any other sources that require such follow-up.• Review the adequacy of internal controls and the reliability of the grantee’s financial management system as they relate to the contracts.• Help to ensure that the grantee meets the terms and conditions of the contract(s), as they relate to fiscal goals or requirements.• Help to ensure that amounts reported are accurate, allowable,supported by documentation and properly allocated.• Perform other duties and special projects as required.• Ability to speak comfortably with various group sizes and levels of professionals.• Previous audit or monitoring experience and strong writing skills are preferred.• Travel may be required (approximately 40%), including during evening and weekends, depending on mission and assignment.• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
