Job Description:
Provides high-level subject matter expertise for work described in the program/task. Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and/or implementation advice on complex problems which require a high-level knowledge of the subject matter for effective implementation. Participates as needed in all phases of program development with emphasis on the planning, analysis, integration, documentation, training, and presentation phases. Provides technical advice, guidance, and direction for the improvement, modification, and re-engineering of business processes, and policies and procedures for any functional area under consideration or review. Applies principles, methods, and knowledge of specific functional areas of expertise to specific task orders/programs supporting information technology, logistics support, program management and/or professional/management development training. Provides multi-discipline program and operational analytical expertise and assistance for a SES-led, senior level staff directorate supporting oversight, strategic planning and coordination, and policy requirements for high level, sensitive national security requirements involving DoD and USG activities. Support shall include: the development of staff packages and integration of technical mission efforts within DoD and across the IC and Defense Community; analysis of intelligence related activities against the National Defense Strategy and the priorities of the Secretary of Defense and Undersecretary of Defense for Intelligence and Security; development of data analytic tools and specialized dashboards as appropriate.
Experience Requirements:
• The contractor shall support the oversight, management, and support to a broad spectrum of complex sensitive programs and activities.
• The contractor shall assist with planning, directing, and coordinating the development of policies related to sensitive activities and support for issues that require short notice information and decision support requirements for DoD senior leaders.
• The contractor shall gather, synthesize, review and/or prepare background, information and read ahead materials for issues and engagements regarding intelligence and intelligence related policy, program, and activity support to special operations including support to counterterrorism and irregular warfare.
• The contractor shall support the development, review, and revision of strategy and policy direction for the coordination, assessment, reporting, and conduct of sensitive activities. Support to special operations.
Assist leadership in the conduct of oversight and governance, to include staff assistance visits and compliance inspections, for DoD sensitive activities and sensitive support activities.
• Prepare briefings, talking points and recommended positions for meetings.
• Develop and coordinate staff packages that include time-sensitive requirements for leadership to enable DoD sensitive activities and sensitive support activities.
• Produce and disseminate reports and briefings that detail DoD sensitive activities and sensitive support activities and investments for Congress and Senior Executive Branch officials.
• Plan, coordinate, and execute SECDEF directed transformation efforts to modernize the sensitive support program including sensitive support and sensitive security applications for intelligence, Special Operations, acquisition, support to Non-Defense Federal Departments and Agencies (NDFDA), and operations in cyberspace.
