Unit:Homeland Security Monitoring and Compliance
Job Title:One (1) Assistant Analyst / Analyst / Senior Analyst

Summary:
The Mayor's Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
NYC receives $150 million annually under the Federal Homeland Security Grant to fund programs that increase the City's capabilities to prevent, protect, mitigate, respond, and recover from terrorism and other catastrophic events. OMB coordinates and administers the grant program from the application to closeout phase under the Federal and State Grants Monitoring Task Force.
Within OMB, the Federal and State Grants Monitoring Task Force - Compliance and Monitoring Unit will act as an independent review and evaluation body to ensure that compliance Issues/concerns within the OMB Homeland Security Grants Unit are being appropriately evaluated, investigated, and resolved. The same compliance and monitoring review is extended onto NYC Agencies that receive Homeland Security Grant Funds. The position ensures the managers and employees are in compliance with the rules and regulations of City, State and Federal policies and procedures.
Job Description:
The duties of the position include, but are not limited to, the following activities:
-Assist team to ensure compliance of the Homeland Security Grant Program funds awarded annually to New York City agencies.-Identify potential areas of compliance vulnerability and risk; develop corrective action plans for resolution of problematic issues.-Assist in developing compliance aides and implement compliance strategies.-Assist in planning compliance monitoring reviews and set up management reporting.-Research, examine, and track developments in state and federal regulations.-Carry out corrective action as required.-Assist in developing policies and procedures for risk management.-Assist to create and develop methodologies for requesting and testing expenditures, supporting documents and track monitoring and compliance issues from identification to resolution.-Design and construct tests to monitor compliance.-Assist in developing a process for compliance for reviewing comprehensive external and internal policies and procedures within OMB and grant sub-recipients.-Submit detailed and thoroughly written monitoring reports for review and input from awarded agencies / sub recipients and the Homeland Security Grant Unit / OMB.-Assist compliance team to prepare and organize project files for audits and closeout by the Homeland Security Grants Unit.-Assist and organize the maintenance of grant records and produce special reports and participate in ad-hoc projects, when necessary.-Coordinate, track and monitor audits and state monitoring visits.
Qualifications:
-Experience in developing audit and compliance procedures, reports and responses.-Exceptional organizational, research, attention to detail, and problem-solving skills.-Exceptional interpersonal skills and the ability to maintain working relationships with staff, City officials, government agencies, the public and all other internal and external workforces at all levels with professionalism.-Outstanding written and spoken communications skills.-Ability to work independently as a self-motivator and to motivate others.-Ability to work calmly and proficiently under pressure and to adhere to strict deadlines.-Must be comfortable providing information for updates to Department of Homeland Security and Emergency Services (DHSES), OMB Management and City Agency partners.-Must possess strong computer technology skills including a proficiency in Microsoft Office software (Word, Excel, Access, PowerPoint) and the ability to learn new technology quickly.-Experience in a related field, such as compliance, oversight, monitoring, auditing, or procurement is preferred.-Prior experience working on City, State or Federal Grant programs desirable.
Requirements:
Assistant Analyst ($58,581+): Bachelor's degree in Business, Finance, Economics or a subject related to the specific assignment with no or one year of full-time experience in budgetary planning/management, compliance, financial analysis, public policy analysis or a related field.
Analyst ($74,893+): Bachelor's degree and a minimum of two years of full-time experience in budgetary planning/management, audit, compliance, financial analysis, public policy analysis or a related field, or an awarded Master's degree in Business, Public Policy Administration, Finance, Economics, or a related field.
Senior Analyst ($84,257): Bachelor's degree and a minimum of three years of full-time experience in budgetary planning/management, audit, compliance, financial analysis, public policy analysis or a related field, or an awarded Master's degree in Business, Public Policy Administration, Compliance, Finance, Accounting, Economics, or a related field, and one year of relevant experience.
Qualifications
1. A baccalaureate degree from an accredited college.
