Job Description

Reports To:Senior Director of Fiscal Services (or designee)

FLSA Status:Exempt

School Classification: Classified

Pay Schedule:Range 9 ($82,642-$118,055)

Work Schedule: 12 months

Location:Onsite and Remote Office

Position Summary:Under the general direction of the senior director of fiscal services, this role is responsible for the oversight of all budgeting, payroll, categorical accounting, cash management, financial reporting activities,fiscal compliance and reporting, and ensuring flawless audits. The senior manager, finance and budget will work with the senior director of fiscal services to ensure the organization has accounting, workflow and compliance systems in place to ensure effective and efficient operations. The senior manager, finance and budget and senior director of fiscal services will work closely with school leadership and staff to ensure sound fiscal and accounting compliance procedures and provide input with regard to organizational operational effectiveness. This position will be expected to lead efforts to continually monitor and implement best practices in accounting and fiscal management systems to enhance and improve organizational effectiveness.

ESSENTIAL FUNCTIONS and RESPONSIBILITIES

Conceptualizes and articulates strategies to improve financial operations and servicesOversees all accounts, ledgers, and reporting systems ensuring accuracy and full compliance with appropriateGAAP standards, industry best practices and regulatory requirementsIncludes payroll, benefits, risk management, retirement reporting, cash management, bank reconciliations, accounts payable, accounts receivable, and internal /external reportingMaintains internal controls and safeguards of revenue, costs, school budgets, and actual expenditures to produce accurate and timely informationEnsures proper implementation and provides training accordinglyCollaborates with and serves as a liaison to the management team in the development, recommendation, implementation and assessment of financial programs and procedures designed to improve/enhance business operationsServes as a liaison in coordination with the senior director of fiscal services as management and staff to coordinate accounting processesAdvises administrators of budget account balances; resolves problems and discrepancies; and makes revisions as necessary, in compliance with established policies and proceduresUtilizes spreadsheets, information systems and data processing applications to efficiently analyze and processes budgetary dataParticipates in the budget development process and initiates and recommends budget adjustments; revises budget for all funds and programsCoordinates financial and governmental audits, which include work paper preparation, liaison with auditors, school staff and with an understanding of programmatic and financial requirements of governmental programs as applicableReviews and analyzes financial data; reports on findings; and oversees accounts payable, accounts receivable, cash management, purchasing and other related financial reporting functionsPrepares reports and/or reviews reports prepared by staff and informs/advises administration of findingsAudits financial documents for completeness, accuracy, and compliance with policies and proceduresReviews and approves regular, timelyaccounts payable batches in accordance with School policies and proceduresKeeps informed on trends and changes in legislation applicable to charter school finance and budgeting; makes recommendations for changesReviews reports and analyzes projections of ADA and expenses against actual figures and proposes recommendations for changesParticipates with Interviews, provides recommendations on staff selection, assists with motivating, supervisingEvaluates, disciplines and provides direction to assigned non-teaching staffMentors, guides and trains assigned staff to ensure compliance with accounting standards, to ensure customer service goals are achieved and that leadership and teamwork are developed and practicedDevelops and maintains effective communication systems and processesPlans, coordinates and prioritizes work activities to meet established objectives and deadlines.Attends and/or conducts staff meetings, workshops, conferences and other trainingProvides optimal internal communications for staff at all levels throughout the organization; creates and promotes a positive and supportive work environmentPrepares, develops, maintains and monitors school budget, including completion of mandated reporting (interim and unaudited actuals, etc), updates and reporting of budget related adjustments to organizational leadership and other stakeholdersActively seeks to improve and simplify School's accounting and fiscal management approach with sustainable and scalable solutionsThis includes the use of technology to eliminate inefficiencies while maintaining high accuracy.Performs other appropriate duties as assigned.Payroll Department Duties

Supports and manages department personnel in the accurate and timely completion of compensation and benefits processing and reporting.Provides consultative expertise to the department and HR team in terms of employee and employer payroll deductions, contributions, and systems.Provides consultative expertise to the department and HR team in terms of the State Teachers Retirement System (STRS) monthly deductions and reporting.Oversight Responsibilities:

Oversee accounts payable and payroll team, including but not limited to:Senior Specialist, Accounts PayableOther department staff, as hiredOther Duties:

Responds to non-urgent communication within 24 school hours and urgent communication within two school hoursResolves escalated employee, parent, and student issues in alignment with core values and ensuring compliance with the school's Uniform Complaint Policy; the school's Uniform Technology Policy; and the provisions of California Penal Code Section 11166 (Child Abuse and Neglect Reporting Act)Performs other duties as assignedQUALIFICATIONS GUIDE

Education & Experience:

Five (5) years of experience leading the accounting and financial reporting duties with a charter school organization preferredBachelor's degree in Accounting or FinanceOther Qualifications:

State and federal fingerprint clearance (LiveScan) to work with students (Ed. Code 44237). No prospective employee can report to work without this clearance being received and the Human Resources Manager notifying the immediate supervisor of this clearance.Proof of a clear TB Tine test or signed Certificate of Completion dated within the last 60 days (Ed. Code 49406) upon employment and thereafter updated every four yearsHold and maintain a valid California Driver's License, proof of automobile insurance, and full time use of a dependable automobile that is insured pursuant to California regulations..Knowledge:

Computer and technology literacy:Operate office equipment including a calculator, copier, fax machine, computer and assigned softwareGoogle docs, Google spreadsheets and other online collaboration tools to send and receive informationBasic arithmetic calculationsKnowledge of economic and accounting principles and practices and the analysis and reporting of financial data.Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.Knowledge of applicable laws, codes, regulations, policies and proceduresKnowledge/experience with modular accounting systems, experience with Sage Intacct a plusKnowledge/experience with Standardized Account Code Structure (SACS) is highly desired.Skills:
