Provide direction and oversight for the administration of department functions.Oversees the annual budget development and budget monitoring and forecasting processes. Monitors adherence to Board approved budgets. Maintains College-wide Operating Budget, Grants and restricted funds, Foundation Support, Auxiliary Services, and Capital Budgets.Identifies and analyzes various financial and budgetary issues, evaluates budget requests, makes budget recommendations to the Senior Vice President, Chief Financial Officer, and delivers comprehensive financial analyses to support strategic and financial planning efforts.Prepare budget reports for the Senior Vice President, Chief Financial Officer, President and District Board of Trustees.Oversees the Foundation (DSO of the College) budget development, expenditure approval, budget amendments and quarterly billing.Approval of all Personnel Action Forms and prepare any necessary budget amendments.Coordinates with grant development team and departments to develop and monitor grant budgets, expenditures, and ensure timely financial and program reporting.Develops and maintains budgeting and restricted funds policies and procedures for use throughout the College.Responsible for all College financial and accounting operations; supervises accounts payable, budgeting, construction and plant funds, grants, and payroll.Develop a cohesive team, through participatory leadership, that will collectively determine and carry out the objectives of the department. Within Financial Services, the position is responsible for the hiring, motivating, training, managing and evaluating of staff.Responsible for overseeing the preparation of all financial reports and documents including the annual financial report, annual budget, costs analysis, quarterly and annual payroll reports, monthly financial reports presented to the District Board of Trustees, reports to the Internal Revenue Service, and other financial reports as required.Responsible for ensuring that the College is in compliance with Generally Accepted Accounting Principles (GAAP), requirements established by the Governmental Accounting Standards Board (GASB), federal regulations, Florida Statutes, Florida Administrative Code, the Accounting Manual for Florida's Public Community Colleges, College Board Rules and Procedures, and good business practices.Coordinates audits with the Auditor General's staff and ensures that audit recommendations are implemented. Reviews audit findings of other Florida community colleges and notifies specific departments within the College of such findings that may be related to their area to ensure compliance and to be proactive in improving College operations.Maintains integrity of the accounting system to include trial balance, statement of revenues and expenditures and other financial reports. Coordinates accounting transactions and reports with the Management Information Services department. Recommends changes to the Consortium software as needed.Ensures proper internal controls are maintained within the department.Responsible and accountable for the development, implementation and maintenance of a Board Rule and related procedures addressing the Statement on Auditing Standard No.99 (SAS 99).Recommends new accounting treatments and consistently looks for more efficient and effective methods of operation.Establishes and continuously updates procedures that will be used in the performance of functions within the Financial Services area.Assists the Senior Vice President, Chief Financial Officer in areas of financial accountability as required.Performs other duties as assigned.SUPERVISORY RESPONSIBILITIESDirector, PayrollDirector, Financial OperationsBudget AnalystSenior AccountantMinimum QualificationsMaster's Degree in Business from a regionally accredited institution and a minimum of five years of full-time professional accounting experience required with three years of experience in fund accounting, OR Bachelor's in closely related field and education and experience which provides the required knowledge and abilities.Three years of supervisory experience.Work experience with enterprise accounting systems.Knowledge, Skills, and AbilitiesAbility to work with limited direction, make decisions and/or recommendations to leadership.Skills in developing and maintaining cooperative and courteous relationships with college staff, representatives from organizations, and the public.Skills in tactfully and effectively handling requests, suggestions and complaints from the management staff, vendors, the media, and the general public.Skills in exercising analytical judgment; identifying problems or situations as they occur; skills in identifying alternative solutions to problems or situations.Ability to speak with and before others with poise and confidence.Ability to make independent judgments in absence of supervision.Ability to record and deliver information to College management and staff; to explain procedures and policies and to follow verbal and written instructions, guidelines, and objectives.Ability to utilize mathematical formulas.Ability to acquire knowledge of topics related to the purchasing functions.Ability to plan, organize, prioritize and coordinate work assignments.Advanced organizational skills.Proven ability in successfully collaborating with internal and external customers.Strong organization, analytical, communication, and writing skills.Provides leadership and ability to complete projects from conception to completion.Experience in using a computer and PC software such as MS Word and Excel.Anticipated Start DateOpen until filled Supplemental InformationAll required application material must be uploaded via the online application system.
